Should the findings be deemed as either a historical resource or a unique <br />archaeological resource (as defined by the CEQA Guidelines), appropriate mitigation measures will be <br />taken in line with PRC Section 21083.2 and Section 15126.4 of the CEQA Guidelines, favoring <br />preservation in situ whenever possible. <br />In accordance with Section 15126.4(b)(3), preservation in situ may be achieved through various <br />means such as adjusting construction plans to avoid the resource, integrating the resource within a <br />designated open space, covering the resource with a protective cap, or transferring the site into a <br />permanent conservation easement. If avoidance is not feasible, a detailed treatment plan will be <br />developed and implemented by a qualified archaeologist in consultation with San Leandro and any <br />relevant Native American tribes. <br />Treatment of unique archaeological resources will adhere to the stipulations of PRC Section 21083.2. <br />Generally, treatment might involve selective excavation, artifact collection, thorough site <br />documentation, and historical research, all aimed at salvaging important scientific data from the <br />impacted portions of the resource.
