4. Should the findings be deemed as either a historical resource or a unique <br />archaeological resource (as defined by the CEQA Guidelines), appropriate mitigation measures will be <br />taken in line with PRC Section 21083.2 and Section 15126.4 of the CEQA Guidelines, favoring <br />preservation in situ whenever possible. <br />In accordance with Section 15126.4(b)(3), preservation in situ may be achieved through various <br />means such as adjusting construction plans to avoid the resource, integrating the resource within a <br />designated open space, covering the resource with a protective cap, or transferring the site into a <br />permanent conservation easement. If avoidance is not feasible, a detailed treatment plan will be <br />developed and implemented by a qualified archaeologist in consultation with San Leandro and any <br />relevant Native American tribes. <br />Treatment of unique archaeological resources will adhere to the stipulations of PRC Section 21083.2. <br />Generally, treatment might involve selective excavation, artifact collection, thorough site <br />documentation, and historical research, all aimed at salvaging important scientific data from the <br />impacted portions of the resource. The treatment plan should include provisions for analyzing the data <br />in a regional context, timely reporting of results, proper curation of artifacts and data in an approved <br />facility, and dissemination of the reports to local and state repositories, libraries, and interested <br />professionals. <br />City shall review <br />construction specifications <br />to ensure procedures for <br />archaeological resources <br />discovery are included. <br />In the event subsurface <br />archeological resources <br />are discovered, <br />construction within 50 <br />feet of the find shall be <br />halted and the qualified <br />archaeologist shall be <br />notified. <br />San Leandro Treatment Wetland <br />IS/MND <br />City reviews construction City Prior to construction. <br />specifications. <br />City OLSD shall notify the City During construction. <br />County of the discovery. <br />February 2024 <br />
