RESOLUTION NO. 2024-056 2 <br />WHEREAS, MTC awards CBTP funding to county transportation agencies to administer funding for <br />and development of these community plans on MTC’s behalf; and <br /> <br />WHEREAS, on April 18, 2024, ACTC approved programming and allocation of $350,000 of One Bay <br />Area Grant program (OBAG3) funds to the City of San Leandro for a CBTP that includes a portion of <br />unincorporated Alameda County; and <br />WHEREAS, the City requires the assistance of professional consulting services; and <br />WHEREAS, on September 27, 2023 the City issued a Request for Proposals (“RFP”) for professional <br />services to prepare the Bay Fair Transit-Oriented Development Sub-Area 1 Development Plan and Specific <br />Plan Update and distributed the RFP to qualitied consultant firms and held a pre-proposal conference on <br />October 11, 2023; and <br /> <br />WHEREAS, eight proposals were received on the required submittal deadline of October 30, 2023; and <br /> <br />WHEREAS, in accordance with the California Government Code and other applicable laws, <br />Community Development Department and Public Works staff carefully reviewed the qualifications and <br />proposals and determined that the Good City Company team possesses the necessary quality, fitness, <br />capacity, experience and expertise to provide the services sought by the City; and <br />WHEREAS, an agreement between the City and Good City Company, a copy of which is attached and <br />incorporated herein, is presented to the City Council; and <br />WHEREAS, the City Council is familiar with the contents thereof; and <br /> <br />WHEREAS, the City Manager recommends approval of said agreement. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />1. That the City Council hereby approves a consulting services agreement with Good City Company <br />in an amount not to exceed $350,000; and <br /> <br />2. The City Manager (or her designee) is authorized to execute future Agreements with ACTC <br />for the acceptance of awarded CBTP Grant funds, contingent upon the City Attorney’s <br />approval of the documents as to form; and <br /> <br />3. The City Manager (or her designee) is hereby authorized to finalize the scope of work for the <br />preparation of the Bay Fair CBTP; and <br />4. The City Manager (or her designee) is hereby authorized and directed, on behalf of the City Council, <br />to execute the attached consulting services agreement, in substantial form, on behalf of the City of <br />San Leandro upon timely submission by Good City Company of the signed agreement; and <br />
