Exhibit A – Page 1 of 2 <br />EXHIBIT A <br />SCOPE OF SERVICES <br /> <br />Scope of Work <br />MNS has prepared a scope of work support the City of San Leandro’s Housing Division. This scope of <br />work is based on our current understanding of the services needed based on our discussions with the <br />City. <br />TASK 1 – CDBG Reporting <br />MNS will prepare the City’s 2025-2029 Consolidated Plan and the FY 2025-2026 Annual Action Plan. <br />MNS will prepare the City’s Consolidated Annual Performance Evaluation Report (CAPER) and submit to <br />HUD within 90-days of the end of the jurisdiction’s program year. <br />MNS will prepare reporting documents for HUD Cash on Hand. <br />Deliverables: <br />• 2025-2029 Consolidated Plan in electronic format <br />• FY 2025-2026 Annual Action Plan in electronic format <br />• Cash on Hand Report in electronic format <br />TASK 2 – Monitoring, Environmental, Labor Compliance <br />MNS will provide the following services under Task 2: <br />i. Subrecipient Monitoring and Invoice Review <br />i. MNS will, when requested, review subrecipient invoices and backup documentation as well as <br />conduct annual monitoring. Our process uses up-to-date HUD compliant checklists, request <br />client files, final conclusions reports, and holds entrance/exit meetings with each subrecipient. <br />ii. Environmental Review Record (ERR)/NEPA compliance: <br />i. MNS environmental compliance staff will prepare project environmental review records for FY <br />2024-2025 Annual Action Plan. Services include project coordination and management, <br />HUD/Federal Environmental Assessment processes, agency coordination and ERR preparation. <br />iii. Labor compliance: <br />i. Labor Compliance Technical Assistance: MNS labor compliance staff will assist San Leandro City <br />staff providing labor compliance technical assistance services. MNS will provide labor <br />compliance services for one larger federally funded public facility projec t including the <br />following services: bid package review, Section 3 compliance, BABA compliance, meetings, <br />wage rate determinations, payroll review, employee interviews and project closeout. <br />ii.
