Material Receipt and Acceptance <br />To meet the requirements of Article 4 and Article 5 of the draft Agreement, including, but not limited <br />to receiving, accepting, and safely and lawfully transferring/transporting materials received. <br />As a large volume transfer/processing facility, DSTS is required to obtain a Full Solid Waste Facility <br />Permit (SWFP), as set forth in Title 27, Division 2, Subdivision 1, Chapter 4, Subchapter 3, Articles <br />2.0-3.2, (commencing with section 21570) shall, at the time of application, file a Transfer/Processing <br />Report. This Transfer Processing Report (TPR) contains information which includes specifications of <br />receiving, accepting, and safely and lawfully transferring/transporting materials received. The SWFP <br />is enforced by the Alameda County Department of Environmental Health serving as the Local <br />Enforcement Agency (LEA). <br /> <br />c. Load Checking/Unpermitted Waste <br />Procedures for identifying and addressing unpermitted waste in accordance with draft Agreement <br />Section 5.2.2, including: <br />i. Inspecting, detecting, and rejecting unpermitted waste <br />ii. Handling, transporting, and delivering unpermitted waste to an appropriate processing or disposal <br />facility <br />In accordance with 14 CCR, Section 17409.5(a), DSTS implements a load checking program.
