Constructing and maintaining roads from the facility entrance to scale house, and to point of <br />unloading <br />ii. Directing on-site traffic to appropriate unloading areas to provide a safe working environment for <br />facility, users, visitors, and employees <br />iii. Providing and maintaining roadways, signs, and personnel to facilitate safe and efficient traffic <br />flow <br />iv. Providing for a turnaround time of no more than 20 minutes from entry to exit of the facility by <br />City-directed vehicles <br />WMAC works to minimize wait times and maximize turn-around times for all customers at the Davis <br />Street Facility. Pursuant to 14 CCR, Section 17418.3, traffic flow through DSTS is controlled to <br />prevent interference with and/or creation of a safety hazard on adjacent public streets and roads, or <br />create on-site safety hazards and/or interference with waste handling operations. Public traffic <br />accesses the site via Davis Street and traffic lanes into the site and to the scale house are designed <br />to accommodate vehicle flow, thus preventing vehicle stacking on nearby roads. There is one <br />outbound scale and five inbound scales at the Main Scale House. In the event traffic does begin to <br />extend onto the public street, traffic directors are utilized to ensure that traffic is distributed fully <br />across all inbound lanes. Transfer trucks use Business Center Drive to access. <br />Traffic flow through the facility shall be controlled to prevent the following: <br />• Interference with or creation of a safety hazard on adjacent public streets or roads, <br />• On-site safety hazards, and <br />• Interference with operations. <br />Traffic is controlled by facility signage and traffic directors located throughout the facility. <br /> <br />f. Scale Operation <br />Procedures for complying with the requirements of draft Agreement Section 5.2.8 including: <br />i. Maintaining motor vehicles scales and associated equipment and software <br />DSTS maintains its State-certified motor vehicle scales and associated equipment and software in <br />accordance with Applicable Law and company policy. Scales are routinely inspected and cleaned to <br />remove any debris. Monthly inspections check for cracks in the metal or cement, as well as any <br />shifting of the scale(s).
