IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2024-139 <br /> <br />RESOLUTION TO APPROVE AMERICAN RESCUE PLAN ACT (ARPA) BUDGET ADJUSTMENT FOR <br />HUMAN SERVICES PROJECTS PREVIOUSLY APPROVED TO THE HUMAN SERVICES AND FIRE DEPARTMENTS’ <br />ALTERNATIVE RESPONSE UNIT PROJECT <br /> <br /> WHEREAS, on March 11, 2021, President Biden signed into law the American Rescue Plan Act (ARPA), <br />providing a COVID-19 stimulus package delivering significant resources to state, local, territorial, and Tribal <br />governments to support urgent COVID-19 response efforts; and <br /> <br /> WHEREAS, the City developed a COVID-19 Recovery Plan for its $18.6M allocation to provide needed <br />resources to help residents and businesses recover from the combined health, social, and economic impacts of <br />the COVID-19 pandemic; and <br /> <br />WHEREAS, the Recovery Plan focuses on short-term community and economic recovery efforts and long- <br />term sustainable investments in San Leandro and aligns with the community’s values and reflects partnerships <br />with nonprofit organizations and other business partners to maximize community recovery; and <br /> <br /> WHEREAS, ARPA Funds must be spent or obligated by December 31, 2024. If obligated, generally defined <br />by the US Treasury as under contract, by December 31, 2024, agencies have until December 31, 2026, to incur the <br />costs. Funds that are not obligated by December 31, 2024 and subsequently spent by December 31, 2026 need to <br />be returned to the US Treasury; and <br /> <br />WHEREAS, because several Human Services projects may not be under contract by the deadline, <br />$464,598 in ARPA funding for the Citywide Ambassador Program, Expanded Outreach Team Services, and RV <br />Outreaching & Housing Navigation should be removed to allow more time to implement these activities; and <br /> <br />WHEREAS, a portion of the Alternative Response Unit (ARU) was budgeted in the General Fund and <br />$464,598 will be shifted to the ARPA budget to maximize available ARPA funding; and <br /> <br />WHEREAS, the City Council Finance Committee reviewed the proposed adjusted budgets on October 23, <br />2024, and unanimously recommended City Council approval. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That the proposed budget adjustments to the FY 2024-2025 General Fund budget and ARPA budget are <br />approved to fund the Alternative Response Unit project. <br /> <br /> Introduced by Councilmember Aguilar and passed and adopted this 4th day of November 2024, by the <br />following vote: <br /> <br />AYES : Councilmembers Aguilar, Azevedo, Ballew, Bowen, Simon, Viveros-Walton , Mayor González (7) <br /> <br />NOES: None (0) <br /> <br />ABSENT: None (0) <br /> <br />ATTEST: ________________________ <br /> Kelly B.
