IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2024-146 RESOLUTION TO APPROVE THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AMENDED CITIZEN PARTICIPATION PLAN WHEREAS, the Housing and Community Development Act of 1974 provides that funds be made available for the Community Development Block Grant (CDBG) Program; and WHEREAS, the City of San Leandro (City) wishes to apply for funds as an Entitlement Jurisdiction under said Act; and WHEREAS, the City is required to submit a Five-Year Consolidated Plan, an Annual Action Plan each fiscal year (FY), and a Citizen Participation Plan (CPP) to the U.S. Department of Housing and Urban Development (HUD) for review and approval prior to expending CDBG funds; and WHEREAS, the Five-Year Consolidated Plan and the Annual Action Plans may be amended, and the substantial amendments to the Plans are subject to the citizen participation process in accordance with the City’s CPP; and WHEREAS, the City Council approved the CPP on July 6, 2004 and an Amended CPP on March 18, 2024; and WHEREAS, the Amended CPP (Exhibit A1) updates the process for reviewing substantial amendments to the Five-Year Consolidated Plan, Annual Action Plan, and Citizen Participation Plan and was made available for community review from November 1-18, 2024 ; and WHEREAS, the City Manager recommends approving the Amended CPP, as described in the staff report associated to and made a part of this Resolution. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1. That the HUD Amended CPP, as described in the staff report associated to and made a part of this Resolution, is hereby approved; and 2. That the City Manager is authorized to submit and execute all documents related to the submission of the Amended CPP to HUD and take all actions necessary to carry out the purpose and intent of this Resolution.
