IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2024-161 <br /> <br />RESOLUTION TO AUTHORIZE THE CITY MANAGER TO INCREASE EXISTING REWARD AMOUNTS FOR <br />INFORMATION LEADING TO THE ARREST AND CONVICTION OF THE INDIVIDUAL(S) INVOLVED IN <br />THE OCTOBER 9, 2010, DOUBLE HOMICIDES OF MARIUS ROBINSON AND KWAME NUNN TO <br />$150,000; THE MARCH 22, 2013, HOMICIDE OF DELUN "ALLAN" PAN TO $150,000; OR THE <br />DECEMBER 14, 2014, HOMICIDE OF JOEL RAMIREZ TO $150,000 <br /> <br />WHEREAS, in a civilized society there is little that offends common decency more than the <br />blatant act of murder; and <br /> <br />WHEREAS, on October 9, 2010, Marius Robinson and Kwame Nunn were attending a party at the <br />Monarch Bay Golf Course when they were both shot and killed; and <br /> <br />WHEREAS, although the City Council authorized a reward of $10,000 for the apprehension of any <br />individual(s) involved in the homicide on November 10, 2010, the homicides remain unsolved; and <br /> <br />WHEREAS, on March 22, 2013, Delun “Allan” Pan was shot and killed in front of his mother-in- <br />law’s home in the 15500 block of Harbor Way; and <br /> <br />WHEREAS, although the City Council authorized a reward of $10,000 for the apprehension of any <br />individual(s) involved in the homicide on March 25, 2013, the homicide remains unsolved; and <br /> <br />WHEREAS, on December 14, 2014, Joel Ramirez was shot and killed while seated in his vehicle in <br />the driveway of his home in the 400 block of Kenilworth Avenue; and <br /> <br />WHEREAS, although the City Council authorized an initial reward of $25,000 for the apprehension <br />of any individual(s) involved in the homicide on February 17, 2015, and then doubling it to $50,000 on <br />February 1, 2016, the homicide remains unsolved; and <br /> <br />WHEREAS, a City is authorized by Government Code section 53069.5 to offer and pay a reward for <br />information leading to the determination of the identity and the apprehension of, any person whose willful <br />misconduct results in injury or death to any person or who willfully damages or destroys any property. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That the reward leading to the arrest and conviction of the individual(s) involved in the double <br />homicide of Marius Robinson and Kwame Nunn be raised to $150,000; and <br /> <br />That the reward leading to the arrest and conviction of the individual(s) involved in the homicide of <br />Delun “Allan” Pan be raised to $150,000; and <br /> <br />That the reward leading to the arrest and conviction of the individual(s) involved in the homicide of <br />Joel Ramirez be raised to $150,000; and
