IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2024-166 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO ENTER INTO A <br />CONSULTING SERVICES AGREEMENT WITH W-TRANS FOR A TOTAL AMOUNT NOT TO EXCEED <br />$187,415 TO ANALYZE AND DEVELOP RECOMMENDATIONS FOR MODIFICATIONS TO PARKING <br />REQUIREMENTS IN THE CITY’S ZONING CODE AND DEVELOP COMPLEMENTARY TRANSPORTATION <br />DEMAND MANAGEMENT (TDM) STANDARDS TO IMPROVE MOBILITY OPTIONS AND REDUCE PARKING <br />DEMAND FOR NEW DEVELOPMENT <br /> <br />WHEREAS, Program 14 in the City of San Leandro’s 2023-2031 Housing Element directs the City <br />to retain “the services of a third-party parking consultant to analyze the City’s minimum parking <br />standards and conduct stakeholder outreach to identify recommended reductions or eliminations of <br />residential parking minimums”; and <br /> <br />WHEREAS, Program 14 in the City of San Leandro’s 2023-2031 Housing Element also directs the <br />City to consider development of Transportation Demand Management (TDM) requirements to <br />“encourage reduction in vehicle trips and reliance on automobile parking”; and <br /> <br />WHEREAS, the City issued a Request for Proposals (RFP) on June 11, 2024 for the preparation of <br />analysis and recommendations for amendments to parking requirements, TDM standards and Transit- <br />Oriented Communities (TOC) Policy compliance; and <br /> <br />WHEREAS, the City received a responsive proposal from a qualified transportation consulting <br />firm, W-Trans; and <br />WHEREAS, W-Trans has agreed to the terms of the contract pending City Council approval; and <br /> <br />WHEREAS, the City Council is familiar with the contents of the agreement; and <br /> <br />WHEREAS, the City Manger recommends approval of said agreement. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br /> That said agreement is hereby approved and execution by the City Manager is hereby authorized. <br />
