A motion was made by Councilmember Azevedo, seconded by Councilmember Simon, to not accept the findings of the report. A substitute motion was made by Councilmember Viveros-Walton, seconded by Councilmember Ballew, that this report shall be accepted. The motion CARRIED by the following vote: Aye: 4 - Ballew, González III, Bowen, Viveros-Walton Nay: 2 - Azevedo, Simon Recused: 1 - Aguilar Jr. A motion was made by Councilmember Viveros-Walton, seconded by Councilmember Ballew, that the resolution shall be Approved as Amended.
