IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-007 <br /> <br />RESOLUTION TO APPROPRIATE REALLOCATION OF PROJECTS FORMERLY FUNDED BY THE <br />AMERICAN RESCUE PLAN ACT (ARPA) <br /> <br />WHEREAS, on March 11, 2021, President Biden signed into law the American Rescue Plan Act <br />(ARPA), providing a COVID-19 stimulus package delivering significant resources to state, local, territorial, <br />and Tribal governments to support urgent COVID-19 response efforts; and <br /> <br />WHEREAS, the City developed a COVID-19 Recovery Plan for its $18,600,000 allocation to <br />provide needed resources to help residents and businesses recover from the combined health, social, <br />and economic impacts of the COVID-19 pandemic; and <br /> <br />WHEREAS, ARPA Funds must have been spent or obligated by December 31, 2024. If obligated, <br />generally defined by the US Treasury as under contract, by December 31, 2024, public agencies have <br />until December 31, 2026, to incur the costs. Funds that are not obligated by December 31, 2024 and <br />subsequently spent by December 31, 2026 need to be returned to the US Treasury; and <br /> <br />WHEREAS, the City Council approved reallocations of the previously unobligated amounts <br />on December 9, 2024, temporarily defunding certain projects until a review of funding sources <br />could be completed. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That $805,204.15 is appropriated from the Capital Improvement Plan fund, and $714,321 from the <br />Measure BB fund as described and specified in the staff report associated with this Resolution; and <br /> <br />That the City Manager or her designee are authorized to take all actions and execute all <br />documents necessary to effect the purpose and intent of this Resolution. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted this 21st day of January 2025 by the <br />following vote: <br /> <br />AYES: Councilmembers Aguilar, Azevedo, Boldt, Bowen, Viveros-Walton, Mayor González (6) <br /> <br />NOES: None (0) <br /> <br />ABSENT: Councilmember Simon (1) <br /> <br /> <br />ATTEST: <br /> Kelly B.
