<br /> <br />Page 1 of 65 <br /> <br />Bay Fair Development Plan and <br />Community Based Transportation Plan <br />Scope of Work <br />Introduction <br />This document presents the combined scope of work for the Bay Fair Development Plan <br />(Development Plan), related General Plan, Specific Plan, and Zoning Code Amendments <br />(Amendments), and Community Based Transportation Plan (CBTP) (“Project”). Tasks that relate <br />to the CBTP include a reference in the task description. Tasks funded by MTC’s Priority <br />Technical Sites Assistance Grant Program (PSTA) are included for context – – please refer to <br />PSTA program for final scope. <br />Study Areas <br />The scope below also assigns different geographic study areas to certain tasks. Those study <br />areas include Sub-Area 1, CBTP Study Area, CBTP Outreach Area, CBTP Parking Data <br />Collection Area, and Bay Fair TOD Specific Plan Area. <br />• Sub-Area 1: Sub-Area 1 includes the ~72 acres highlighted in blue on Figure 1, as set <br />forth in the RFP. Sub-Area 1 is the area of study for the Development Plan. <br />• CBTP Study Area: The CBTP Study <br />area will cover a wider area based upon <br />bike/ped travel sheds to the Bay Fair <br />BART Station and will connect to <br />neighboring MTC Equity Priority <br />Communities (EPCs). While the Bay Fair <br />BART station is not located within an <br />EPC, a ¾ mile radius touches five EPCs, <br />bounded by the I-580, I-880, and CA-238 <br />freeways. In addition, MTC is currently <br />revising EPCs that could put additional <br />EPC designated census tracts within ½ <br />mile from the Bay Fair BART station. The <br />methodology to define the specific study <br />area for the CBTP will include a <br />refinement of travel sheds within the Bay <br />Fair BART station area and the EPCs in <br />its area of influence.
