Task 3: Existing Conditions Analysis
Background data and existing conditions analysis will be summarized in a single existing
conditions presentation to establish the current context. Materials will be shared internally
unless otherwise directed. Technical documentation will also be provided in CAD and PDF as
indicated below.
3.1 Existing Physical Conditions (partially funded by MTC PSTA)
Supported by MTC Priority Sites Technical Assistance funding, existing physical conditions for
Sub-Area 1 will be documented and assembled into a base map set for internal reference by the
broader Development Plan Consultant Team. The base maps will be provided in a PDF and
CAD format with layers that can be edited to serve as background information for multiple types
of maps. Refer to final PSTA agreement for final scope for all identified subtasks.
A.Base Map Plan Set and Aerial Topographic Survey (partially funded by
MTC PSTA Task 2.a)
Base Map (MTC PSTA Task 2.a)
Supported by MTC Priority Sites Technical Assistance funding, the base map will be informed
by title reports (direct cost up to $5,000) and an Aerial Topographic Survey. Consultant will set
up ground control and have an aerial survey flown to provide topographical information. The
aerial topographic survey will show existing site features such as buildings, parking, and
roadway network; contours and topographic features. This survey will be provided in AutoCAD
with layers that can be manipulated to serve as a base map. Digital mapping of the aerial
photography will be provided at 1”=20’. The consultant team understands that BART will provide
recently collected topography, aerial imagery, and digital terrain mapping for its property and B3
will also share existing surveys. This scope of work includes two (2) days to set aerial panels
and coordinate control data with the aerial consultant. This aerial topographic survey will be
based on the project defined horizontal and vertical datums. This aerial survey is limited to Sub-
Area 1. For planning purposes, the Consultant Team will overlay the aerial background with:
• Property lines and right of ways (based on information provided by the
City/BART/Developer, in acquired title reports or based on approximate record/APN
information),
• FEMA flood zone overlay,
• historically mapped geotechnical/geologic hazards (provided by client), and
• major utility infrastructure analyzed in PDA-grant funded Development Plan Task 3.2E
• Three sections marked on the aerial topographic survey will be provided with the base
plan map set.
Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
