<br /> <br />Page 48 of 65 <br /> <br />regularly providing technical analysis for the formation, approval, and administration of <br />these programs in a variety of contexts. <br />● Analysis of Public Improvement, Phasing, and Public Financing Concurrency: <br />EPS will conduct analysis and negotiations to ensure that the preferred financing <br />mechanisms are aligned with expected timing of real estate development as well as the <br />cost and phasing of necessary public improvements. As part of this process, EPS will <br />also consider the feasibility of debt financing in relation to the appreciating land values <br />and property-based revenues available. This planning-level feasibility analysis will be <br />based on basic underwriting criteria commonly applied by the municipal financing <br />industry. <br />● Policies, Actions, Roles, and Responsibilities: The Financing Plan will articulate the <br />sources and uses of funds necessary to achieve the public improvements and policy <br />objectives of the Specific Plan within the financial capacity of proposed development, <br />including mechanisms for producing affordable housing. It will also define the policies, <br />actions, roles and responsibilities of the public and private participants needed to <br />implement it. Finally, to finalize the Financing Plan, EPS will work closely with property <br />owners and other stakeholders to gain concurrence, as appropriate. <br />Deliverables: <br />• Admin Draft Implementation Plan <br />• Draft Implementation Plan for Partners <br />• Final Implementation Plan Presentation (for Hearings) <br />8.7 Transportation Demand Management (TDM) Plan <br />Arup will collate the TDM strategy information obtained in Tasks 4 and 5 to prepare an <br />implementation plan for the preferred development plan alternative. This TDM implementation <br />plan will factor in the access scenarios analysis, mode share targets, and parking and curb <br />management strategies, including BART parking replacement established for the preferred <br />development alternative. <br />• Review results of the multi-scenario analysis to determine the most effective TDM <br />programs. <br />• Prepare mode share and/or vehicle miles travelled (VMT) reduction targets together with <br />the City and BART, based on the preferred development alternative. <br />• Prepare a literature review benchmark with best practices for TDM implementation <br />plans, including the potential creation of transportation management associations (TMA) <br />if found appropriate for the Development Plan. <br />• Estimate effectiveness of TDM programs that are part of the strategy for the preferred <br />development alternative when implemented together. <br />• Prepare a high-level feasibility analysis for the TDM strategy and its programs that <br />describes their impact (e.g., relative cost, ease of implementation, etc.). <br />Docusign Envelope ID: 885601F4-01B5-4FAB-A341-08EBC29876AA
