<br /> <br />Page 62 of 65 <br /> <br />Optional Task 11.O Cultural Resources CHRIS Search. <br />As an Optional Task MIG would commission a records search for cultural resources through the <br />Northwest Information Center (NWIC) at Sonoma State University, which will include a review of <br />all previously recorded cultural resource studies, including archaeological and historical <br />resources in and within a half-mile radius of the Specific Plan area. This new records search <br />would update the one conducted for the 2017 Specific Plan EIR. Results of the NWIC record <br />searches will indicate whether there are new recorded archaeological or historic resources in <br />the Plan area not analyzed in the Specific Plan EIR that require recordation, evaluation, and <br />inclusion in the Supplemental EIR impact analysis. The results will also provide a basis for <br />assessing the sensitivity of the Plan area for buried (prehistoric and historic) resources. <br /> <br />For the purposes of the SEIR, MIG also will commission a Sacred Lands File (SLF) search <br />through the Native American Heritage Commission (NAHC) and send out letters to Native <br />American tribes or individuals identified by the NAHC as having affiliation with the Specific Plan <br />area and vicinity to notify of the proposed Development Plan and seek information on any <br />known tribal resources that may not be in the NAHC database. Additionally, MIG will assist the <br />City with compliance with the requirements of Senate Bill (SB) 18 by preparing one letter to <br />identify tribes that meet both SB 18 and CEQA notification requirements. The notification and <br />scoping will be in the form of a letter that describes the Specific Plan area and the nature of the <br />Specific Plan, and that requests for information regarding additional prehistoric or Native <br />American tribal cultural resources, properties, or archaeological sites that may be impacted by <br />the Specific Plan Update. Tribal notification will be performed under the guidance and direction <br />of the City of San Leandro and will comprise the following process: <br /> <br />● Prepare tribal notification letter(s); <br />● Mail and document tribal notification letter(s); <br />● Create and update (as needed) SB 18 compliance checklist; <br />● Compile the administrative record that documents SB 18 compliance. <br /> <br />This process does not include AB 52 tribal consultation should the city receive a request from a <br />tribe for consultation under the requirements of AB 52. It is assumed that the lead agency will <br />facilitate any government-to-government meetings between the City and tribal representatives <br />to discuss tribal cultural resources and Native American cultural resources, potential impacts to <br />those resources, and, if necessary, mitigations. MIG will document the information for inclusion <br />in the administrative record. <br /> <br />11.2. CEQA Noticing and Notice of Preparation. <br />MIG would prepare a Notice of Preparation (NOP) to identify the CEQA topics that would be <br />evaluated in the Supplemental EIR, based on both the certified 2017 Specific Plan EIR and <br />CEQA Guidelines Appendix G (Environmental Checklist Form).
