Consulting Services Agreement between City of San Leandro and <br />Haley & Aldrich, Inc. for Design Services for Lake Chabot Road Erosion Repairs <br />Last revised 12/2024 Exhibit A - Page 1A of 5 <br />EXHIBIT A <br />SCOPE OF SERVICES <br />Project Description <br />Lake Chabot Road is a two-lane highway located along the southwestern slope of San Leandro Creek and <br />immediately upslope of Lake Chabot Dam. It is classified as a Residential Collector, providing an alternate route to <br />Castro Valley and access to the local Bay-O-Vista neighborhood. The roadway was constructed by cutting into the <br />hillside upslope and filling on top of the hillside downslope. During the January 2023 storms two separate erosion <br />slides occurred, namely site A and site B, making the roadway unsafe for vehicular traffic. <br />At site A, located 200 feet east of Chabot Terrace, approximately 80 linear feet of embankment below the road <br />eroded and slid downhill undermining the pavement edge of the westbound lane. Repairs are anticipated to include <br />construction of a drilled pier retaining structure on the downslope, backfill and repaving of the westbound lane. <br />Site B is located 1600 feet east of Chabot Terrace. This hillside area was previously bolstered with rock slope <br />protection (RSP); however, in the recent storms, an approximate 100 linear foot section of upslope embankment slid, <br />depositing debris and RSP onto the roadway below and exposing above dwellings to structural vulnerability. Repairs <br />are anticipated to include construction of a retaining wall at the toe of the slope, re-grading of the upslope hillside, <br />and reinstallation of salvaged and new RSP. <br />The intent is to repair the roadway to support vehicular traffic and return it to its pre-storm service condition. The <br />design for site B has already been completed, this project is for the design of the improvements at site A. <br />Scope of Services <br />The Consultant shall complete the tasks as listed below. <br />Task 1.1- Project Management <br />The Project Management task allows Haley & Aldrich to stay organized and maintain internal and external <br />communication. We want to provide our best work and satisfy the City's expectations while staying within budget and <br />on schedule. Project management tasks include controlling the budget and schedule, providing quality control of all <br />deliverables, and coordinating with stakeholders. The budget and schedule will be controlled by reviewing the status <br />of each task and the entire project every two weeks and comparing it to the assumed level of effort to complete each <br />task. Project progress will be compared with the baseline schedule. Updates will be provided, and adjustments to the <br />schedule will be presented for consideration. Quality reviews of all deliverables and associated supporting <br />documents will be completed before delivery. The documents will be re- reviewed and verified after changes are <br />made. Haley & Aldrich will coordinate activities through email, telephone, and Microsoft Teams video conferencing <br />software. Coordination activities will be followed up with meeting minutes and action items as necessary. Internal <br />meetings will occur at least once weekly to keep the work on track. External meetings will be held every two weeks <br />for the entire duration to provide updates on the progress, budget, and schedule and to coordinate the work. <br />Task 1.2 - Internal 30-minute Weekly Meetings <br />Communication is a key element of teamwork on any project, and these meetings will ensure Haley & Aldrich staff <br />involved in the project are updated, understand their responsibilities for the project, and give the appropriate level of <br />effort toward the project's tasks. Haley & Aldrich will conduct 30-minute weekly meetings every week to coordinate <br />the work and manage staff. <br />Task 1.3 - External 1-hour Bi-weekly Meetings <br />Bi-weekly meetings between the City of San Leandro, Haley & Aldrich, and subconsultants are important to keeping <br />the project on schedule, addressing potential concerns early, and maintaining a good business relationship.
