Consulting Services Agreement between City of San Leandro and Haley & Aldrich, Inc. for Design Services for Lake Chabot Road Erosion Repairs Last revised 12/2024 Exhibit A - Page 1A of 5 EXHIBIT A SCOPE OF SERVICES Project Description Lake Chabot Road is a two-lane highway located along the southwestern slope of San Leandro Creek and immediately upslope of Lake Chabot Dam. It is classified as a Residential Collector, providing an alternate route to Castro Valley and access to the local Bay-O-Vista neighborhood. The roadway was constructed by cutting into the hillside upslope and filling on top of the hillside downslope. During the January 2023 storms two separate erosion slides occurred, namely site A and site B, making the roadway unsafe for vehicular traffic. At site A, located 200 feet east of Chabot Terrace, approximately 80 linear feet of embankment below the road eroded and slid downhill undermining the pavement edge of the westbound lane. Repairs are anticipated to include construction of a drilled pier retaining structure on the downslope, backfill and repaving of the westbound lane. Site B is located 1600 feet east of Chabot Terrace. This hillside area was previously bolstered with rock slope protection (RSP); however, in the recent storms, an approximate 100 linear foot section of upslope embankment slid, depositing debris and RSP onto the roadway below and exposing above dwellings to structural vulnerability. Repairs are anticipated to include construction of a retaining wall at the toe of the slope, re-grading of the upslope hillside, and reinstallation of salvaged and new RSP. The intent is to repair the roadway to support vehicular traffic and return it to its pre-storm service condition. The design for site B has already been completed, this project is for the design of the improvements at site A. Scope of Services The Consultant shall complete the tasks as listed below. Task 1.1- Project Management The Project Management task allows Haley & Aldrich to stay organized and maintain internal and external communication. We want to provide our best work and satisfy the City's expectations while staying within budget and on schedule. Project management tasks include controlling the budget and schedule, providing quality control of all deliverables, and coordinating with stakeholders. The budget and schedule will be controlled by reviewing the status of each task and the entire project every two weeks and comparing it to the assumed level of effort to complete each task. Project progress will be compared with the baseline schedule. Updates will be provided, and adjustments to the schedule will be presented for consideration. Quality reviews of all deliverables and associated supporting documents will be completed before delivery. The documents will be re- reviewed and verified after changes are made. Haley & Aldrich will coordinate activities through email, telephone, and Microsoft Teams video conferencing software. Coordination activities will be followed up with meeting minutes and action items as necessary. Internal meetings will occur at least once weekly to keep the work on track. External meetings will be held every two weeks for the entire duration to provide updates on the progress, budget, and schedule and to coordinate the work. Task 1.2 - Internal 30-minute Weekly Meetings Communication is a key element of teamwork on any project, and these meetings will ensure Haley & Aldrich staff involved in the project are updated, understand their responsibilities for the project, and give the appropriate level of effort toward the project's tasks. Haley & Aldrich will conduct 30-minute weekly meetings every week to coordinate the work and manage staff. Task 1.3 - External 1-hour Bi-weekly Meetings Bi-weekly meetings between the City of San Leandro, Haley & Aldrich, and subconsultants are important to keeping the project on schedule, addressing potential concerns early, and maintaining a good business relationship.
