<br /> <br />Non-Professional Services Agreement between City of San Leandro and March 1, 2025 <br />Action Road Solutions, LLC dba Jack James Tow Service — Exhibit A Page 9 of 11 <br />All bills given to persons whose vehicles are towed and/or stored shall be itemized in a format approved by <br />the City in advance of the commencement of the services to be performed under the Non -Professional <br />Services Agreement. <br />STAFFING PROVISIONS <br />A. SUFFICIENT PERSONNEL <br />The Contractor shall have sufficient personnel on duty at all times to: <br /> <br />1) Receive calls from the SLPD Communications Center; <br /> <br />2) Dispatch tow units; <br /> <br />3) Provide security at all storage sites; and, <br /> <br />4) Provide such services as may be required under the Non-Professional Services Agreement. <br /> <br />B. TIMEKEEPING AND DELAYS <br />The Contractor shall record the following times pertaining to law enforcement and City agency tow service <br />request by means of a time clock: <br /> <br />1) The time that the request for tow service is received; <br /> <br />2) Time that a tow unit is assigned the call for service and given the location of the requested service; <br /> <br />3) The time that a tow unit arrives at the location of requested service; and, <br /> <br />4) The time that a tow unit returns to Contractor Facility with the vehicle. <br /> <br />The Contractor shall ensure that a sufficient number of tow units and tow unit operators are available at all <br />times to meet the needs of all SLPD personnel, other law enforcement agencies, and City departments that <br />rely upon it for tow service. In the even t the Contractor cannot respond within 20 minutes, the Contractor <br />shall immediately notify the Police dispatcher and provide an estimated time of arrival. <br />C. OPERATORS <br />The Contractor shall employ no person as a tow unit operator until he or she possesses the appropriate class <br />of California driver's license and medical certificate, if required, for the type of tow unit being operated. Tow <br />unit operators shall wear a uniform approved by the Chief of Police or his or her designee whenever they are <br />performing services in response to a call from the City of San Leandro. A nametag/badge identifying the <br />operator by first or last name shall be worn on the operator's outermost shi rt or jacket as set forth in <br />Attachment 1, Exhibit A, Section 7. <br /> <br />Docusign Envelope ID: 0B83243A-5724-4A70-94F8-854DAC03ADB8
