Reso 2025-030 Lease Agreement with Fluence Corporation

IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2025-030 RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A LEASE AGREEMENT WITH FLUENCE CORPORATION FOR THE PILOT TESTING OF A MEMBRANE AERATED BIOFILM REACTOR SYSTEM FOR A TOTAL LEASE NOT TO EXCEED AMOUNT OF $195,000 WHEREAS, the City of San Leandro’s Water Pollution Control Plant (Plant) plans to repurpose an underutilized 6.9-acre wastewater retention pond on site into a multi-benefit treatment wetland; and WHEREAS, the purpose of the Treatment Wetland project is to remove nitrogen and other contaminants from a portion of the Water Pollution Control Plant’s discharge water; and WHEREAS, the City has selected a modular Membrane Aerated Biofilm Reactor system for nitrification of Plant effluent prior to releasing to the treatment wetland for removal of nitrogen; and WHEREAS, the City has a desire to run a pilot test to ensure that the system meets the requirements of the project prior to procurement. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That the agreement is approved and the City Manager or her designee is hereby authorized and directed to execute the lease agreement with Fluence Corporation for the Pilot Testing of a Membrane Aerated Biofilm Reactor System at the City’s Water Pollution Control Plant location at 3000 Davis Street, San Leandro, for a total lease amount not to exceed $195,000; and That the City Manager is authorized to take all actions and execute all documents necessary to effect the purpose and intent of this Resolution.
