Consulting Services Agreement between City of San Leandro and Last revised March 2025 Freyer & Laureta, Inc. for Floresta Sewer Replacement Exhibit A – Page 1 of 2 EXHIBIT A SCOPE OF SERVICES Project Description This project involves the study and design for replacing a section of the sewer main that crosses Floresta Blvd. between Anza Way and Figueroa Drive. The existing pipeline is a 10” diameter vitrified clay pipe (VCP) pipe that runs through private properties and beneath Floresta Blvd. At this location, Floresta Blvd. is an elevated embankment near the abutment of the I-880 overpass. Scope of Services Consultant shall provide Engineering and Surveying Services for the replacement of the sewer main section crossing Floresta Blvd. The scope of services includes the following: Task I. Project Management and Coordination • Freyer & Laureta (F&L) will attend meetings for project coordination. Three (3) meetings are budgeted. • F&L will provide QA/QC and monitor schedule and budget. Task II: Site Investigation, Data Collection, Research/Study • Conduct topographic survey of the pipe section along Anza, Figueroa, and Floresta, including area where the sewer main crosses private properties. o Surveys will be performed at 20-scale. o City assist with providing access to the private properties. • Establish vertical control based on the NAVD 88 benchmark. • Survey sanitary sewer MHs, documenting inverts and pipe sizes for all entering and exiting pipes. • Collect data on SD structures, including inverts, pipe sizes and direction of flows for storm drain lines, manholes, and catch basins. • Identify and map visible surface features, including driveways, utilities, and existing U.S.A. markings. • Conduct utility research, incorporating interpreted utility locations from utility company system drawings into survey base. • Convert all survey data into AutoCad drawings for use in design development. Task III. Preparation of Plans, Specifications, and Estimates • Review CCTV videos to identify areas of pipe failure and non-functioning service connections. • Perform additional site reconnaissance to support design efforts. • Prepare construction documents incorporating the selected replacement option coordinated with the City. o Submittal Process: • F&L will prepare two review submittals, 60% and 90%, and a final submittal. o 60% Submittal: includes Plans, Technical Specifications, and Preliminary Anticipated Cost Estimate.
