<br /> <br />Non-Professional Services Agreement between City of San Leandro and March 1, 2025 <br />Action Road Solutions, LLC dba Jack James Tow Service — Exhibit A Page 10 of 11 <br />VEHICLES AND EQUIPMENT PROVISIONS <br />A. DISPATCHER'S OFFICE RADIO COMMUNICATIONS <br />The Contractor dispatcher's office shall be equipped to receive "police calls". Priority shall be given to calls <br />from SLPD or its Communications Center. If multiple agency requests for services are received at the same <br />proximate time, the Towing Service Provider dispatcher shall assign response priority to the request of the <br />most urgent nature based upon information the dispat cher has received. <br /> <br />1) Tow Trucks <br />a. The Contractor shall maintain a minimum of three (3) 14,000 to 19,500 Gross Vehicle Weight <br />(GVW) manufacturer rated tow trucks with wheel lift capabilities. The main winch(es) shall <br />be either mechanically or hydraulically driven and shall have a single or combined capacity <br />of at least four (4) tons at bard drum or one (1) wrap of cable with a minimum of one hundred <br />feet (100') of cable. Wheel lifts shall be rated at a minimum of 3,000 pounds lift capacity. <br />Each such tow truck shall be equipped with a snatch block, dollies, one (1) ton floor jack and <br />J/T hook chain assemblies. <br /> <br />The Contractor shall maintain a minimum of one (1) 14,000 GVW manufacturer rated car <br />carrier. The main winch(es) shall be either mechanically or hydraulically driven and shall <br />have a single or combined capacity of at least four (4) tons at bare drum or one (1) wrap of <br />cable with a minimum of fifty feet (5O') of cable. The contractor shall also at all times carry <br />four (4) ratchet straps rated a minimum of 1,000 pounds each, and four (4) nylon straps with <br />loops in each end as noted in Attachment 1 Exhibit A, Section 6(c). <br /> <br />b. Official heavy-duty tow units will be requested by SLPD or its communication center when <br />the vehicle to be towed possesses one or more of the following: three or more axles; a gross <br />weight, laden or un-laden, in excess of 10,000 pounds; or a combination of commercial <br />trailers; vehicle is longer than thirty (30) feet in length (including tongue); vehicle is wider <br />than eight (8) feet in width utilizing a fifth wheel hitch or pintle; the condition or position of <br />the vehicle to be removed necessitates Heavy-Duty towing equipment. The Contractor <br />maysubcontract for heavy-duty tow services. The subcontractor shall meet the standards <br />set forth in the Non-Professional Services Agreement. <br /> <br />c. All tow trucks shall be equipped as provided in the California Vehicle Code. The towing <br />service providers trucks shall be painted, free of major dents, and kept clean and in good <br />working order. All trucks used in performing towing services under the Non -Professional <br />Services Agreement shall comply with the following: <br /> <br />i. Each tow vehicle shall carry the following equipment, in addition to or as set forth in <br />the Non-Professional Services Agreement. <br /> <br />1. State approved air tank or air transfer system <br />2. Flashlight or portable light <br />3. Floor jack – 1-ton minimum capacity <br />4.
