Non-Professional Services Agreement between March 2025
City of San Leandro and Phase 3 Communications Inc.—Exhibit A Page 1 of 1
EXHIBIT A

SCOPE OF SERVICES

Fiber Testing for Marina Blvd Adaptive Signal System

Background:

Phase 3 Communications Inc. will be supporting San Leandro with the independent testing of fiber work
completed on the City’s Marina Boulevard Adaptive Traffic Signal System project. That project installed a
new 144 strand fiber line in an existing conduit on Marina Boulevard between Estabrook Street and Merced
Avenue. Because the City Traffic Operations Center is currently inoperable, the City could not
independently verify that the work is acceptable for communication with this system. Phase 3 will complete
this verification.

Scope:

Phase 3 Communications inc. will complete signal testing to confirm the operation of the main fiber lines as
well as splices of the new fiber lines. This work will include accessing the traffic controller cabinets to
confirm connections with the fiber termination units. This testing will be completed as directed in the field,
and it is assumed that it will take up to 5 days to complete.

Contractor will provide a detailed summary of the test results for the fiber lines. In addition, Phase 3 will
provide a listing of any deficiencies observed in the signal cabinet fiber terminations, distribution unit, or
network switches.

Docusign Envelope ID: FF1A1D25-D7A4-410D-A8D4-38BB1E1AAD2B
