IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-061 <br /> <br />RESOLUTION TO DIRECT CITY MANAGER TO VOTE “YES” FOR ALAMEDA COUNTY FLOOD CONTROL <br />& WATER CONSERVATION DISTRICT ZONES 2 AND 9 PROPOSED BENEFIT ASSESSMENT INCREASE <br />FOR CITY OF SAN LEANDRO OWNED PARCELS <br /> <br />WHEREAS, Alameda County Flood Control and Water Conservation District (District) has begun <br />Proposition 218 assessment ballot proceedings for a proposed increase in benefit assessment in District <br />Zones 2, 4, and 9; and <br /> <br />WHEREAS, the District would use the money from the increased benefit assessment to fund a list <br />of critical flood control projects to increase the capacity of flood infrastructure to withstand more severe <br />storms, to meet current Federal Emergency Management Agency (FEMA) design standards, and to <br />address aging facilities; and <br /> <br />WHEREAS, the City owns four (4) parcels in Zone 2 and ten (10) parcels in Zone 9 that would be <br />impacted by the increased benefits assessment and is currently exempt from paying benefit <br />assessments; and <br /> <br />WHEREAS, under Proposition 218, all properties that benefit from the proposed improvements <br />must be assessed, and therefore, the City would have to make the annual payment that would adjust by <br />Consumer Price Index (CPI) annually; and <br /> <br />WHEREAS, the Fiscal Year 2025-2026 assessment would be $14,066 (to be adjusted annually by <br />CPI) for the 14 City owned properties within the impacted zones if the Assessment Ballot is successful. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE that the City <br />Manager shall vote “yes” on Alameda County Flood Control & Water Conservation District Zones 2 and 9 <br />Proposed Benefit Assessment Increase for all parcels owned by the City and return those ballots to the <br />Alameda County Flood Control and Water Conservation District within the time to cast ballots. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted this 9th day of June 2025 by the <br />following vote: <br /> <br />AYES: Councilmember Aguilar, Azevedo, Boldt, Simon, Viveros-Walton, Mayor González (6) <br /> <br />NOES: None (0) <br /> <br />ABSENT: Vice Mayor Bowen (1) <br /> <br /> <br />ATTEST: <br /> Kelly B.
