IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2025-062 RESOLUTION TO ADOPT THE SAN LEANDRO RECREATION AND PARKS MASTER PLAN AND THE WASHINGTON MANOR PARK SITE-SPECIFIC MASTER PLAN WHEREAS, the City of San Leandro initiated the Recreation and Parks Master Plan and a Site- Specific Master Plan for Washington Manor Park to guide future development and investment in parks, open space, and recreational programming citywide; and WHEREAS, the purpose of the Recreation and Parks Master Plan is to promote equity in access to parks and recreational amenities, support healthy lifestyles, and guide sustainable investment in community assets based on current and future needs; and WHEREAS, the Washington Manor Park Site-Specific Master Plan provides an example of how citywide goals can be applied at a neighborhood scale, through targeted design improvements such as a loop trail, destination playground, expanded parking, and multilingual signage; and WHEREAS, the Plans align with the City of San Leandro General Plan, 2021 Climate Action Plan, and the Equity and Inclusion Framework, and advance City Council priorities related to Infrastructure and Quality of Life. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That the Recreation and Parks Master Plan and the Washington Manor Park Site-Specific Master Plan, attached as Exhibits A and B, respectively, are hereby adopted and shall be reviewed and updated by the City Manager from time to time to reflect changes in City policy, new community needs, funding availability, and emerging trends in parks and recreation management.
