IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-072 <br /> <br />RESOLUTION TO APPROVE THE 2025-2029 COMMUNITY DEVELOPMENT BLOCK GRANT <br />(CDBG) CONSOLIDATED PLAN AND FY 202-2026 CDBG ANNUAL ACTION PLAN; FY <br />2025-2026 AND FY 2026-2027 CDBG FUNDING ALLOCATIONS FOR PUBLIC FACILITIES, <br />PUBLIC SERVICES, AND ADMINISTRATION; AND IMPLEMENTATION OF A TWO- AND <br />THREE-YEAR FUNDING CYCLE FOR CDBG PUBLIC SERVICES <br /> <br />WHEREAS, the City of San Leandro (City) is an entitlement jurisdiction under the U.S. <br />Department of Housing and Urban Development (HUD) and is eligible to receive CDBG funding; and <br /> <br />WHEREAS, to receive CDBG funds, the City is required to prepare and submit to HUD a Five- <br />Year Consolidated Plan and an Annual Action Plan, in compliance with Title I of the National <br />Affordable Housing Act; and <br /> <br />WHEREAS, the City has prepared the 2025-2029 CDBG Consolidated Plan and the FY 2025- <br />2026 CDBG Annual Action Plan in accordance with HUD guidelines and based on a community <br />outreach process that included public surveys, stakeholder engagement, public notice, and a 30- <br />day public comment period from April 1 - May 5, 2025; and <br /> <br />WHEREAS, CDBG programs and projects are funded through the City’s annual federal grant <br />allocation from HUD; and <br /> <br />WHEREAS, FY 2025-2026 CDBG funding allocations total approximately $1,174,793.35, <br />consisting of a HUD entitlement grant of $765,834 and $408,959.35 in prior year unexpended funds; and <br /> <br />WHEREAS, FY 2025-2026 CDBG funding allocations include $153,166.80 for Program <br />Administration, $114,875.10 for eligible Public Services programs, and $906,751.45 for Public Facilities <br />and Improvements; and <br /> <br />WHEREAS, FY 2026-2027 CDBG Public Services funding allocations will be based on the actual <br />HUD entitlement amount received at that time; and <br /> <br />WHEREAS, the City proposes to implement a two-year and three-year funding cycle for CDBG <br />Public Services allocations to align with the five-year Consolidated Plan period, thereby improving <br />program efficiency and reducing administrative burden on subrecipients; and <br /> <br />WHEREAS, the National Environmental Policy Act (NEPA) generally exempts planning documents <br />such as the Consolidated Plan and Annual Action Plan from environmental review, with project-level <br />review to be conducted as applicable; and <br /> <br />WHEREAS, sufficient funding will be available and budgeted to support these CDBG activities. <br /> <br />
