IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-071 <br /> <br />RESOLUTION TO APPROVE TRANSFER AND APPROPRIATION OF FUNDS FROM PREVIOUSLY <br />BUDGETED AMOUNTS FOR CITY HALL ACCESS CONTROL ENHANCEMENTS AND CITY HALL <br />WORKSPACE RENOVATION <br /> <br />WHEREAS, since the start of the COVID-19 pandemic in 2020, the main public entrance to City <br />Hall has remained closed, and internal office doors throughout City Hall have been manually locked to <br />enhance safety for employees and visitors; and <br /> <br />WHEREAS, while necessary, these temporary measures have not provided a long-term or <br />operationally efficient solution that secures City Hall while also allowing efficient internal <br />movement within City Hall by City Staff; and <br /> <br />WHEREAS, adoption of this Resolution for a proposed budget appropriation in FY 2024-2025 will <br />allow the Public Works Department and IT Department to commence planning and design, with a <br />potential carry-over into FY 2025-2026 for construction; and <br /> <br />WHEREAS, concurrent with the access control system planning and upgrade project, the San <br />Leandro Unified School District’s move from its current leased premises on the second floor of <br />City Hall to a new building allows for the City Manager to execute an administrative realignment by <br />renovating offices and work-stations into the vacated space, so that that work is consistent with the City <br />Hall access control system planning and upgrades project; and <br /> <br />WHEREAS, to commence the planning and design work for the access control system upgrade <br />and renovation of the vacated space immediately because of SLUSD’s imminent exit from City <br />Hall, the City Manager recommends that the City Council approve the transfer of and appropriate funds <br />toward these projects; and <br /> <br />WHEREAS, to consistent with the Municipal Code’s requirements, if this Resolution is approved <br />the City Manager will return to the Council with contracts for these projects that require Council <br />approval. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That a transfer and appropriation of $505,750 is made from previously budgeted amounts in the <br />General Fund to the General Capital Fund (Fund 210) for these projects; and <br /> <br />That the City Manager is authorized to take all actions and execute all documents necessary to <br />effect the purpose and intent of this Resolution; and <br /> <br />That consistent with the Municipal Code, the City Manager shall present contracts for these <br />projects to the City Council for its review and approval. <br />
