May 21, 2025Community Police Review Board Minutes <br />PUBLIC COMMENTS5. <br />There were no public comments. <br />PRESENTATIONS - NONE6. <br />ACTION ITEMS7. <br />25-1837.a.Discussion and Potential Recommendations to the Board From the <br />Pre-textual Stops Ad Hoc Committee <br />It moved by Chair Bailey, seconded by Member Zimmermann, that: 1) The <br />CPRB supports and endorses the Chief’s commitment to Constitutional policing <br />and ongoing implicit bias training; and 2) The CPRB recommends continued <br />review and analysis of SLPD reports and RIPA data by the IPA, with a focus on: <br />(a) examining any racial disparities in the outcomes of traffic stops for minor <br />non-moving motor vehicle violations, especially with respect to the use of <br />handcuffs, detention in patrol vehicles, searches and use of force; (b) <br />comparing the treatment of San Leandro residents vs. other drivers; and (c) <br />looking at the % of stops of Blacks and Hispanics that result in no action as <br />compared to Whites (as one of the indicators suggested by Dr. Fridell to <br />determine if bias is a factor in the stops).The motion CARRIED on the following <br />vote: <br />Aye:Bailey, Chang, Trujillo, Zimmermann4 - <br />Absent:Gibbs, Franco, Stroud3 - <br />7.b.25-243 Form Ad Hoc Committee to Develop Draft FY 2024-25 Annual Report <br />Member Zimmermann and Chair Bailey agreed to serve on the Ad Hoc <br />Committee to draft the Board's annual report. <br />BOARD REPORTS AND ANNOUNCEMENTS8. <br />Board members made various comments. <br />8.a.25-244 Board Member Chang Report on “Artificial Intelligence and Emerging <br />Technology in the Administration of Justice” Conference at the UC <br />Berkeley Criminal Law and Justice Center (Continued from April 16, <br />2025 meeting) <br />Report made by Member Chang. <br />ADJOURN9. <br />The meeting adjourned at 7:38 p.m. <br />Page 2City of San Leandro
