IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-092 <br /> <br />RESOLUTION TO APPROVE THE CITY’S SEWER SYSTEM MANAGEMENT PLAN (SSMP) UPDATE AND <br />AUTHORIZE THE LEGALLY RESPONSIBLE OFFICIAL TO CERTIFY AND SUBMIT THE SSMP TO THE <br />CALIFORNIA STATE WATER RESOURCES CONTROL BOARD (SWRCB) <br /> <br />WHEREAS, the State Water Resources Control Board (SWRCB) adopted Order No. 2006-0003- <br />DWQ, Statewide General Waste Discharge Requirements for Sanitary Sewer Systems in May 2006, which <br />requires public agencies that own or operate sanitary sewer systems to develop and implement Sewer <br />System Management Plans (SSMPs); and <br /> <br />WHEREAS, the SWRCB program requires collection agencies to present the SSMP to the agency’s <br />governing board for approval and re-approval every 6 years; and <br /> <br />WHEREAS, Staff performed an internal audit of the SSMP in February 2025; and <br /> <br />WHEREAS, the City’s SSMP was updated based on the findings of the audit and designed to meet <br />and exceed SWRCB requirements. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That the SSMP is approved and the City Manager, her designee, or the Legally Responsible Official <br />for the City is authorized to certify and submit the SSMP update to the California State Water Resources <br />Control Board. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted this 21st day of July 2025 by the <br />following vote: <br /> <br />AYES: Councilmember Aguilar, Azevedo, Boldt, Viveros-Walton, Mayor González (5) <br /> <br />NOES: None (0) <br /> <br />ABSENT: Councilmember Bowen, Simon (2) <br /> <br /> <br />ATTEST: <br /> Kelly B.
