IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025-105 <br /> <br />RESOLUTION TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE AMENDMENT NO. 1 <br />TO THE CONSULTING SERVICES AGREEMENT WITH LARRY WALKER ASSOCIATES INC. FOR <br />MUNICIPAL REGIONAL STORMWATER PERMIT (MRP) COMPLIANCE PLANNING SUPPORT FOR A <br />NEW TOTAL NOT-TO-EXCEED AMOUNT OF $219,500 <br /> <br />WHEREAS, as a result of the 1972 Clean Water Act that established the National Pollutant <br />Discharge Elimination System (NPDES), the San Francisco Regional Water Quality Control Board <br />(RWQCB) issues the Municipal Regional Stormwater Permit (MRP), which specifies and mandates <br />stormwater pollution prevention activities; and <br /> <br />WHEREAS, the MRP requires 70+ municipalities in the Bay Area, including the City of San <br />Leandro, to place conditions on development projects to incorporate site design measures, source <br />controls, treatment measures, and on larger projects, flow duration controls (FDCs), and requires the <br />City to inspect, maintain, and install trash control programs and infrastructure; and <br /> <br />WHEREAS, on September 1, 2024, the City entered into an agreement with LWA for MRP <br />compliance planning support, and as of the end of last fiscal year (year ending June 30, 2025), the City <br />has utilized the existing contract’s not-to-exceed amount of $49,000; and <br /> <br />WHEREAS, additional work is required to complete stormwater program development and <br />compliance reporting, which will cost an additional $170,500. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: <br /> <br />That Amendment No. 1 to the Consulting Services Agreement is approved and the City Manager is <br />hereby authorized to execute the amendment with Larry Walker Associates, Inc. for MRP compliance <br />planning support in an amount not to exceed $219,500. <br /> <br />Introduced by Councilmember Aguilar and passed and adopted this 21st day of July 2025 by the <br />following vote: <br /> <br />AYES: Councilmember Aguilar, Azevedo, Boldt, Viveros-Walton, Mayor González (5) <br /> <br />NOES: None (0) <br /> <br />ABSENT: Councilmember Bowen, Simon (2) <br /> <br /> <br />ATTEST: <br /> Kelly B.
