IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2025- <br /> <br />RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO AUTHORIZE THE CITY <br />MANAGER TO ACCEPT AND EXECUTE ALL DOCUMENTS RELATED TO THE MOU FUNDS <br />AWARDED BY FIRST 5 ALAMEDA COUNTY TO FUND RESOURCES AND TRAINING <br />SUPPORTING FAMILY, FRIENDS, AND NEIGHBOR (FFN) CAREGIVERS AT THE SAN <br />LEANDRO PUBLIC LIBRARY’S STAY & PLAY EARLY LEARNING PROGRAM IN THE <br />AMOUNT OF $6,100 <br /> <br />WHEREAS, First 5 Alameda County was established as the county extension of <br />the California Children and Families Commission made possible by passage of the <br />California Children and Families First Act (Proposition 10) in 1998 and established to <br />promote, support, and improve the early development of children from the prenatal <br />stage to five years of age; and <br /> <br />WHEREAS, a partnership between First 5 Alameda County and the San Leandro <br />Public Library was established in 2013 through a neighborhood partnership grant; and <br /> <br />WHEREAS, the San Leandro Public Library has continued to partner with First 5 <br />Alameda County on kindergarten readiness annually through grant agreements or <br />memorandums of understanding; and <br /> <br />WHEREAS, First 5 Alameda County funding supports early childhood development <br />efforts for ages birth through 5 years of age to include library staff training, programming, <br />and materials; and <br /> <br />WHEREAS, the San Leandro Public Library receives funding to provide early <br />childhood services to the community and reporting results to First 5; and <br /> <br />WHEREAS, the San Leandro Public Library is provided $6,100 to promote <br />developmental screening and play activities to FFN providers through the developmental <br />screening mobile application designated by First 5 at the bi-weekly Stay and Play sessions <br />(12 in total) by June 30, 2025; purchase early learning equipment to enhance the Stay and <br />Play session space appropriate for young children and their caregivers; distribute 100 early <br />learning kits to children and their caregivers in their home language by May 15, 2025; and <br />designate two staff to attend Brazelton Touchpoints: Strengths-Based Family Engagement <br />in Libraries Workshop Series. <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br /> <br />1. That the City Council accepts, and the City Manager is authorized to execute <br />all documents related to the First 5 MOU totaling $6,100; and <br /> <br />2. That an appropriation of the First 5 MOU funding of $6,100 in revenue <br />account #150-3617 and expenditure account #150-68-035 is approved. <br /> DRAFT
