Water Pollution Control Plant Enterprise Fund <br />The Water Pollution Control Plant Enterprise Fund was established to account for the City’s sewer system, <br />which protects public health and preserves water quality through collection, treatment, and disposal of <br />wastewater and wastewater solids. As of June 30, 2024, the Fund’s net position totaled $75.3 million, an <br />increase of $5.5 million, mainly due to changes in pension valuations. Operating revenue was $0.3 million <br />less and expenditures increased $0.5 million compared to prior fiscal year. Nonoperating Revenue <br />increased $1.0 million from investment income. <br /> <br />Shoreline Enterprise Fund <br />The Shoreline Enterprise Fund was established in 2002-03 by combining the Marina Enterprise and the <br />Golf Course Enterprise Funds. The Fund accounts for the operation of food service facilities, and the <br />public golf course. As of June 30, 2024, the Fund’s net position totaled $32.3 million, an increase of $25.5 <br />million due to the sale of property. <br /> <br />Non-major Enterprise Funds <br />The City’s non-major enterprise funds include Storm Water and Environmental Services. As of June 30, <br />2024, net position for non-major enterprise funds decreased by $0.01 million. More information about <br />these aggregate non-major enterprise funds can be found in the combining statements following the <br />required supplementary information. <br /> <br /> <br />GENERAL FUND BUDGETARY HIGHLIGHTS <br /> <br />The General Fund ended the fiscal year with revenues above final budget projections by 13.1% or $18.3 <br />million. The increase was due to higher Intergovernmental Revenue and Use of Money & Property than <br />budgeted. Expenditures were 11.5% or $18.4 million below final budget projections. Unspent budget <br />balance represents open purchase orders, ongoing ARPA projects, and deferred purchases that will incur <br />in future fiscal years. <br /> <br />15
