The study presents BWA’s analysis of the operating and non-operating expenses of the City’s wastewater <br />funds and provides five-year cash flow projections and recommended rates. The primary purpose of this study <br />was to analyze the City’s wastewater enterprise and make recommendations that would achieve its financial <br />sustainability. <br />BWA finds that the rates and charges proposed in our report reflect the cost-of-service for each customer, follow <br />generally accepted rate design criteria, and adhere to the substantive requirements of Proposition 218. BWA <br />believes the proposed rates are fair and reasonable to the City’s customers. <br />We enjoyed working with the City on this rate study and appreciate the assistance of Hayes, Ramya and other City <br />staff members throughout the project.
