City of San Leandro <br />880 Doolittle Drive Industrial Project <br /> <br />3-2 <br />The project site is nearly flat and currently occupied by two vacant industrial masonry buildings and <br />has a General Plan land use designation of General Industrial. The site is zoned Industrial General <br />District, as defined by the City’s Zoning Ordinance. Uses permitted in the Industrial General <br />designation include a wide range of manufacturing, transportation, food and beverage processing, <br />technology, warehousing, vehicle storage, office-flex, and distribution uses. A limited range of <br />commercial uses are also permitted in areas designated Industrial General. <br />3.3 Cumulative Development <br />In addition to the specific impacts of individual projects, the California Environmental Quality Act <br />(CEQA) requires Environmental Impact Reports (EIRs) to consider potential cumulative impacts of <br />the proposed project. The CEQA Guidelines define “cumulative impacts” as two or more individual <br />impacts that, when considered together, are substantial or will compound other environmental <br />impacts (CEQA Guidelines Sections 15065 and 15355). Cumulative impacts are the combined <br />changes in the environment that result from the incremental impact of development of the <br />proposed project and other nearby past, pending, and planned projects. For example, noise impacts <br />of two nearby projects may be less than significant when analyzed separately but could have a <br />significant impact when analyzed together. Cumulative impact analysis allows the EIR to provide a <br />reasonable forecast of future environmental conditions and can more accurately gauge the effects <br />of a series of projects. Consistent with CEQA Guidelines Section 15130, the discussion in this EIR <br />focuses on the identification of any significant cumulative impacts and, where present, the extent to <br />which the proposed project would constitute a considerable contribution to the cumulative impact. <br />CEQA requires cumulative impact analysis in EIRs to consider either a list of past, planned and <br />pending projects that may contribute to cumulative effects or a forecast of future development <br />potential. Past projects include those land uses that have been previously developed and comprise <br />the existing environment. Pending projects include those projects recently approved or under <br />construction. Planned projects are those that are reasonably foreseeable, such as those for which an <br />application is on file and in process with a local planning department. Past, currently planned and <br />pending projects in San Leandro are listed in Table 3-1. In particular, the projects are either located <br />in proximity or along the same major arterial and collector roads as the project site and construction <br />schedules may overlap. These projects are considered in the cumulative analyses in Section 4.0, <br />Environmental Impact Analysis.
