The 2022 California Green Building Standards also <br />provides more standards for electric vehicles and infrastructure. <br />c. Local Regulations <br />Bay Area Air Quality Management District 2017 Clean Air Plan <br />The Bay Area Air Quality Management District (BAAQMD) adopted its 2017 Clean Air Plan to define <br />a vision for achieving ambitious GHG reduction targets for 2030 and 2050, and to provide a regional <br />climate protection strategy that will put the Bay Area on a pathway to achieve those GHG reduction <br />targets (BAAQMD 2017). There are 85 control measures designed to decrease emissions of air <br />pollutants and GHGs in the Clean Air Plan. The control measures that address GHG emissions and <br />that are applicable to the project include TR1: Clean Air Teleworking Initiative; TR 2: Trip Reduction <br />Programs; TR19: Medium and Heavy-Duty Trucks; TR 22: Construction, Freight, and Farming <br />Equipment; BL1: Green Buildings; BL2: Decarbonize Buildings; BL4: Urban Heat Island Mitigation; <br />and SL1: Short-Lived Climate Pollutants. <br />Bay Area Air Quality Management District CEQA Guidelines <br />On April 20, 2022, the BAAQMD Board of Directors adopted CEQA Thresholds for Evaluating the <br />Significance of Climate Impacts from Land Use Projects and Plans. The purpose of the BAAQMD <br />CEQA Guidelines is to assist lead agencies in evaluating air quality and climate impacts from <br />proposed land use projects and plans in the San Francisco Bay Area Air Basin. The Guidelines include <br />nonbinding recommendations for how a lead agency can evaluate, measure, and mitigate air quality <br />and climate impacts generated from land use construction and operational activities. The Guidelines <br />do not replace the State CEQA Statute and Guidelines; rather, they are designed to provide <br />BAAQMD-recommended procedures for evaluating potential air quality and climate impacts during <br />the environmental review process that are consistent with CEQA requirements. <br />City of San Leandro 2035 General Plan <br />The City of San Leandro’s 2035 General Plan, adopted in September 2016, lists several GHG- <br />reduction goals, policies, and actions as part of the Transportation Element and Open Space, Parks, <br />and Conservation Element that support the goal of reducing GHG emissions. The following goals and <br />policies are applicable to the proposed project (City of San Leandro 2016): <br />Policy T-5.2 Evaluating Development Impacts: Use vehicle miles traveled (VMT) as the primary <br />metric for evaluating the transportation impacts of new development proposals. Traffic impact <br />studies may also consider the total number of trips generated and the resulting impact on traffic <br />volumes and congestion (e.g., “Level of Service”), but VMT shall provide the primary basis for <br />determining appropriate mitigation measures. <br />Goal OSC-7: Promote recycling, water conservation, green building, and other programs which <br />reduce greenhouse gas emissions and create a more sustainable environment. <br />Policy OSC-7.8 Green Building: Promote green building in new construction and remodels. <br />Goal OSC-8: Promote the efficient use of energy and the increased use of renewable energy by San <br />Leandro residents and businesses.
