Policy Role of Members <br />Public oƯicials must respect the roles defined in the City’s governance structure. As outlined in the San <br />Leandro City Charter, the City Council determines City policy, while the City Manager and staƯ execute <br />those policies. Public oƯicials should not interfere with the professional duties of City staƯ or undermine <br />their ability to implement decisions made by the City Council. <br />21. Independence of Boards and Commissions <br />Public oƯicials must respect the independence of boards and commissions. They must refrain from using <br />their position to influence or pressure board members or commission deliberations and decisions. <br />22. Positive Work Environment <br />Public oƯicials should foster a positive, respectful, and constructive work environment for City employees, <br />residents, and businesses. They must avoid inappropriate interference with the professional duties of staƯ <br />and recognize the importance of treating everyone involved with the City with courtesy and respect. <br />By adhering to this Code of Ethics, oƯicials in San Leandro will contribute to a government that is fair, transparent, <br />and accountable to the public. This will help build trust and confidence in the City’s leadership and ensure that <br />decisions are made with the highest standard of integrity. <br /> <br />COUNCIL GOALS AND PRIORITIES <br />Goal setting requires time, energy and a well-defined process. City Council planning workshops <br />are held with the City Manager and the City’s senior management team to review progress on <br />goals previously set, establish priorities, and define new goals and objectives for the City. While <br />time-consuming, there are advantages to setting goals: <br /> <br />Goal setting gives the Council a basic framework for action. <br />Goal setting helps the Council spend its time more wisely. <br />Goal setting provides a framework to present individual priorities <br />Goal setting gives the City Manager clear guidelines to get the job done; <br />Goal setting gives the Council and staƯ essential budget guidelines. <br />Goal setting gives the Council an evaluation tool. <br /> <br />While goal setting will not resolve all of the City’s problems, it will help define issues and solutions <br />over the long term. A proclamation written and prepared by a Councilmember is the only <br />exception to this definition.
