File Number: 25-276 <br /> <br />BACKGROUND AND ANALYSIS <br /> <br />Public infrastructure such as streets, utilities, parks, libraries, and other public buildings improves <br />the quality of life for residents and visitors to San Leandro. Funding for construction and <br />maintenance of these assets is contained within the FY 2026-2027 Biennial Budget, and the <br />details of the projects to be funded with these funds are contained within the CIP Plan. <br /> <br />The CIP Plan specifies how CIP funding in the Biennial Budget will be used. The CIP Plan also <br />contains a projection of CIP projects that could be funded for the following eight years. The CIP <br />10 Year Plan is revised and updated with the adoption of each Biennial Budget. <br /> <br />The document is a useful planning reference to consult when preparing future biennial budgets <br />and/or when making decisions about appropriating funds outside of the budget document. <br />Several Councilmembers have real property interests within proximity of various CIP projects for <br />consideration that trigger individualized conflicts of interest analyses under the California Political <br />Reform Act (Cal. Govt. Code Sec. 81000 et seq.), those particular projects will be segmented <br />and considered first without participation by the Councilmembers that have the real property <br />conflict of interest and a final decision made by the remaining Councilmembers. The City used a <br />means of random selection to determine the order in which those projects will be considered first. <br />In this instance, the project lists will be considered in the following order: Project List C - <br />Hesperian Bike Lane Gap Closure, Project List A - Mulford-Marina Branch Library, and finally, <br />Project List B - Lewelling Boulevard Class IV Bike Ways. Once consideration and final approval <br />of all those items is concluded, the full City Council will consider the balance of the CIP projects <br />and will not reopen discussion of the previously approved items. The CIP will be brought back on <br />July 7, 2025 for a final vote for adoption. <br />Project List ‘C’ - Hesperian Bike Lane Gap Closure <br />The Hesperian Bike Lane Gap Closure proposes to implement a road diet, reducing the number <br />of travel lanes from four to two, allowing for the installation of protected Class IV bike lanes on <br />Hesperian Boulevard between East 14th Street and Bayfair Drive, upgrading the existing Class II <br />bike lanes along this corridor to physically prevent automobiles from encroaching on the space <br />reserved for bicycles using barriers such as curb medians, landscaping and/or striping with <br />flexible delineators. The project will also install pedestrian crossing improvements and provide <br />bicycle network connectivity to the existing Class IV bikeway on Fairmont Drive, and future Class <br />IV bikeways of the East Bay Greenway and the Hesperian Boulevard corridor. <br />Project List ‘A’ - Mulford-Marina Branch Library <br />The existing Mulford-Marina Branch Library, located at the intersection of Aurora Drive and <br />Fairway Drive, has been in operation since 1962 in a 1,200-square-foot building that has reached <br />the end of its useful life. <br />In 2018, the City identified funding associated with the San Leandro Shoreline Development for <br />the replacement of the Mulford-Marina Branch library building.
