City of San Leandro <br />City Council <br />Meeting Date: June 16, 2025 <br />Agenda Number: 10.d. <br />Agenda Section: ACTION ITEMS <br />File Number: 25-272 <br />File Type: Staff Report <br />Adopt a Resolution to Amend the City-wide Master Salary Schedule, Resulting in No Fiscal Impact <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution to amend the City-wide Master Salary <br />Schedule to confirm the pay rates in accordance with negotiated salary adjustments. <br />BACKGROUND <br />The City of San Leandro maintains a publicly available Master Salary Schedule, which includes <br />the pay rate for all City classifications. The revised Master Salary Schedule incorporates <br />previously approved actions by the City Council within the adopted budget, bargaining group <br />memoranda of understanding and employment agreements. <br />Analysis <br />The revised Master Salary Schedule, which is being presented to Council for consideration and <br />approval, reflects negotiated salary adjustments for three of the City’s bargaining units, the Police <br />Chief and City Manager. In accordance with their respective Memorandum of Understanding or <br />employment agreement, salary adjustments are effective July 1, 2025 and reflected in the Master <br />Salary Schedule as follows: <br />3.5%City Manager <br />4.0%Police Chief <br />4.0%San Leandro Police Management Association (SLPMA) <br />3.5%San Leandro Police Officers’ Association (SLPOA) <br />3.5%San Leandro Management Organization (SLMO) <br />As required by California Code of Regulations (CCR) §570.5, upon City Council approval, the <br />Master Salary Schedule will be made publicly available on the City’s website. <br />Financial Impacts <br />There are no financial impacts associated with the approval of the Master Salary Schedule. <br />These salary increases are part of the previously approved bargaining group memoranda of <br />understanding and employment agreements, and appropriation has been incorporated as part of <br />actions taken through the Fiscal Years 2026 and 2027 biennial budget processes to the <br />corresponding salary allocations. <br />Page 1 City of San Leandro Printed on 9/4/2025
