IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2025-XXX <br />RESOLUTION TO APPROVE THE CITY OF SAN LEANDRO’S APPROPRIATION LIMIT FOR <br />FISCAL YEAR 2025-2026 <br />WHEREAS, Article XIII of the California Constitution and Section 7900 et seq. of the California <br />Government Code requires cities to adopt limits on appropriations for each fiscal year; and <br />WHEREAS, the City’s Gann Appropriation Limit has been calculated for Fiscal Year 2026 and is set <br />forth in that certain document Gann Appropriation Limitation Calculation for Fiscal Year 2026, attached <br />hereto as Exhibit A and made a part hereof; and <br />WHEREAS, based on corrected calculations, the new Gann Limit for Fiscal Year 2025 is <br />$319,515,027; and <br />WHEREAS, the staff report and the related documentation has been made available to the public <br />as required by law; and <br />WHEREAS, the City Council is familiar with the contents thereof. <br />NOW, THEREFORE, the City of San Leandro City Council hereby RESOLVES as follows: <br />1.The adjustment factors elected for calculating the Gann Appropriation Limit are the California <br />State Per Capita Personal Income growth rate at 6.44% and the percentage rate of change in <br />population within the County at .31%, and <br />2.The Appropriation Limit for Fiscal Year 2026 is established at $341,146,079; and <br />3.The corrected Appropriation Limit for Fiscal Year 2025 is established at $319,515,027. <br />Introduced by and passed and adopted this 16th day of June 2025, by <br />the following vote: <br />AYES: () <br />NOES: () <br />ABSENT: () <br />ATTEST: <br />Kelly B.
