GENERAL PLAN CONFORMANCE <br /> <br />The following are the specific General Plan policies and actions that support the <br />proposal: <br /> <br />• Housing Element Policy P.5.2. Affirmatively Further Fair Housing. The City <br />shall monitor and ensure compliance with the City’s obligation to Affirmatively <br />Further Fair Housing. <br />• Housing Element Policy P.5.8. Focus Housing Opportunity Programs for <br />Vulnerable and Underrepresented Residents. The City shall focus outreach for <br />homeownership and affordable housing opportunity programs to residents in <br />areas vulnerable to displacement and to populations that are underrepresented <br />in the housing market. <br />• Housing Element Policy P.5.10. Reduce Barriers. Evaluate and reduce barriers <br />to housing that disproportionately affect populations in protected classes, lower <br />income households, and special needs populations by rescinding or mitigating <br />development standards that are exclusionary, discriminatory, or otherwise <br />impede the development of housing that is affordable to lower income <br />households, including prohibitions on multi-family housing, limitations on density, <br />and other standards that increase the cost of constructing housing. <br />• Housing Element Action 15.2. The City shall review the City’s existing <br />reasonable accommodation policy and grievance procedure, update as needed, <br />and provide a link to its Reasonable Accommodations policy on the Housing and <br />City Clerk pages of the City website. Revise reasonable accommodation <br />application review policy to remove criteria that may limit reasonable <br />accommodations, including consideration of potential impact on surrounding <br />uses. <br />• Policy LU-1.2: Code Enforcement. Maintain aggressive code enforcement and <br />nuisance abatement programs to ensure that San Leandro’s neighborhoods <br />remain attractive and free of public nuisances. <br />• Policy LU-1.12. Encroachment of Incompatible Uses. Protect residential <br />neighborhoods from the impacts of incompatible non-residential uses and <br />disruptive traffic, to the extent possible. Zoning and design review should ensure <br />that compatibility issues are fully addressed when non-residential development is <br />proposed near or within residential areas. <br />• Action LU-7.9.A. Zoning Review. Regularly review the Zoning Code to respond <br />to real estate market and development trends, as well as changes in technology. <br />• Policy T-1.7. Off-Street Parking Standards. Implement variable parking <br />standards that reflect such factors as proximity to transit, type of occupancy <br />(seniors, etc.), number of bedrooms (for housing), and the expected level of <br />parking demand. Parking requirements should reflect the City's goal of reducing <br />vehicle miles traveled. <br />• Policy T-7.6: Safe Visibility. Maintain site design, engineering, and zoning <br />standards which ensure that adequate visibility is maintained along streets and <br />driveways. <br />
