File Number: 25-205 <br />Transportation Commission. The San Leandro Bicycle and Pedestrian Master Plan identifies this <br />segment of Lewelling Blvd. as an area where enhanced safety and mobility is needed for <br />pedestrians and bicyclists of all ages. Additionally, the San Leandro Local Roads and Safety <br />Plan, which was adopted in 2022, recommends several improvements along Lewelling Blvd. to <br />enhance bicycle and pedestrian safety. <br />The Lewelling Blvd. Class IV Bike Ways Project will construct complete street improvements <br />along the corridor, including Class IV protected bikeways with physical barriers, installation of <br />new curb ramps, bulb-outs, tighter curb-radii, enhanced crosswalk markings, signing and striping . <br />The Class IV bike ways will provide physical separation between bicyclists and vehicles through <br />the installation of improvements such as curb medians, landscaping and /or striping with flexible <br />delineators. To accommodate these enhancements, the project may require changes to lane <br />geometry that could result in lane width reductions or removal of a travel lane in certain areas . <br />However, impacts to medians and loss of parking spaces in this segment of Lewelling Blvd. will <br />be minimal. This project supports multi -modal transportation and will enhance the City ’s bicycle <br />and pedestrian network. <br />On June 20, 2023, the City Council by Resolution No. 23-074 authorized the acceptance of <br />$2,207,000 in grant funds from the Alameda County Transportation Commission (ACTC) for the <br />subject project. However, the appropriation of these funds was not initiated at that time. The <br />current City Council action includes the appropriation of the grant funds. <br />Analysis <br />Staff received four proposals for the design of the Lewelling Blvd. Class IV Bike Ways Project . <br />After evaluating all proposals, NCE was selected as the most qualified firm based on its technical <br />ability and strong portfolio of relevant work that includes experience in performing traffic studies <br />and design and completion of similar projects in the cities of San Leandro and Alameda. <br />This contract represents Staff ’s current understanding of the work required. However, the design <br />and incorporation of stormwater treatment facilities in the project will necessitate design <br />coordination with utility companies, including PG&E, which requires project applicants to provide <br />pothole data to document the depths of utilities’ facilities before design may begin. The level of <br />underground investigations is uncertain. For this reason, a contingency is recommended. To <br />minimize delay to the project and ensure that the scope of work can be adjusted as needed to <br />provide the highest quality work for the City, staff requests authorization to issue individual <br />contract amendments up to 5% or $25,500 each and cumulative contract amendments up to <br />15%, or $76,500 of the original contract. This flexibility will ensure efficient completion of the <br />project on budget and on schedule. <br />For the grant funds from ACTC to be available for the project, the City Council must formally <br />appropriate the grant funds to the subject project. <br />Current Agency Policies <br />·Provide quality public safety service and grow our partnership with the community to keep San <br />Leandro safe <br />Page 2 City of San Leandro Printed on 9/4/2025
