File Number: 25-192 <br />Current Agency Policies <br />·Provide quality public safety service and grow our partnership with the community to keep San <br />Leandro safe <br />·Maintain and enhance San Leandro’s infrastructure <br />·Support and implement programs, activities and strengthen communication that enhances the <br />quality of life and wellness, celebrates the arts and diversity and promotes civic pride <br />Previous Actions <br />·On June 20, 2023, by Resolution No. 2023-077, the City Council approved and authorized the <br />City Manager to enter into a project funding agreement with and to accept $225,000 in grant <br />funds from ACTC, and to appropriate $29,249 in matching funds to the subject project <br />·On June 2, 2025, by Resolution No. 2025-238, the City Council approved and authorized the <br />City Manager to enter into a project funding agreement with and to accept $100,000 in Active <br />Transportation Capital Design Technical Assistance grant funds from MTC <br />·On June 9, 2025, by Resolution No. 2025-063, the City Council approved inclusion of the <br />Hesperian Blvd. Bike Lane Gap Closure Project in the Capital Improvement Program 10 <br />-Year Plan for Fiscal Years 2026-2035 as a funded project and appropriated $495,000 to the <br />subject project <br />Applicable General Plan Policies <br />·Policy T-3.1: Citywide Bikeway System. Develop and maintain a bikeway system that <br />meets the needs of both utilitarian and recreational users, reduces vehicle trips, and <br />connects residential neighborhoods to employment and shopping areas, BART stations, <br />schools, recreational facilities and other destinations throughout San Leandro and nearby <br />communities <br />Permits and/or Variances Granted <br />Depending on the final design, if any work or changes occur at the E. 14th Street/Hesperian <br />Boulevard intersection then CalTrans may need to review the project, and an encroachment <br />permit may be necessary. Otherwise, no permit is required. <br />Environmental Review <br />The Hesperian Bike Lane Gap Closure project is categorically exempt from CEQA per Section <br />15301(C1) - Existing Facilities - of the CEQA guidelines.
