IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2025-XXX RESOLUTION TO ELIMINATE DEVELOPMENT FEES FOR STREET IMPROVEMENTS FOR ACCESSORY DWELLING UNITS WHEREAS, the City Council previously adopted Development Fees for Street Improvements (DFSI) in accordance with Government Code section 66000 et seq.; and WHEREAS, the City has made various updates to the Zoning Code and adopted numerous policies intended to facilitate the construction of additional housing units in the City; and WHEREAS, Program 13 of the City’s Housing Element is to incentivize and track the development of accessory dwelling units (ADUs); and WHEREAS, ADUs are an important tool for adding additional housing units particularly in single- family residential neighborhoods; and WHEREAS, ADUs can also offer a reliable source of income for moderate to lower income homeowners; and WHEREAS, the City Council desires to reduce barriers to the development of ADUs; and WHEREAS, the City Council desires to exempt all new ADUs, regardless of size, from the City’s Development Fees for Street Improvements. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: 1.The above recitals are true, correct, and incorporated into this Resolution. 2.The City’s adopted fee schedule is hereby amended to eliminate the Development Fees for Street Improvements (DFSI) for all accessory dwelling units (ADUs), regardless of size. 3.The City Manager, or her designee, is authorized to take all steps necessary to carry out the purpose and intent of this Resolution.
