<br /> <br />City of San Leandro Page 3-1 <br />Parks Development Impact Fee Study <br />May 14, 2025 <br />This chapter calculates impact fees for park land acquisition, park improvements, and park <br />maintenance vehicles and equipment. <br />As authorized by the Quimby Act (Government Code Section 66477), Article 8. Dedications and <br />Reservations of the City’s Municipal Code requires that residential subdivisions dedicate land for <br />parks or pay a fee in-lieu of dedication. That chapter contains formulas for determining the amount <br />of land to be dedicated and the amount of any fees to be paid in-lieu of dedication. <br />Those requirements apply only to residential development projects that involve a subdivision or <br />parcel map. This chapter calculates updated park land in-lieu fees, which the City may choose to <br />adopt instead of the case-by-case in-lieu fee calculations required by the current ordinance. <br />The park improvement impact fees calculated in this chapter, which include the cost of <br />improvements to park land, as well as park maintenance vehicles and equipment, are intended to <br />apply to all residential development in the City, in addition to any in-lieu fees or impact fees for park <br />land acquisition. <br />Methodology <br />This chapter calculates impact fees using the existing inventory method discussed in Chapter 1. With <br />that method, impact fees are based on the existing level of service so that the impact fees will <br />provide the funding needed to maintain that existing level of service as the City grows. <br />Service Area <br />The impact fees calculated in this chapter are intended to apply Citywide. <br />Demand Variable <br />A “demand variable” is a quantifiable attribute of development that is used in impact fee calculation <br />formulas to represent the impact of development. The demand variable used to calculate impact <br />fees for parks in this chapter is population. Population is used here because the need for parks is <br />almost universally defined in terms of the relationship between population and acres of parks. <br />Impact fees calculated in this chapter for different categories of residential development vary <br />depending on the estimated average population per unit for each unit-size category. The population <br />per unit factors used to calculate park impact fees are from Table 2.1 in Chapter 2. <br />Because population growth is driven by new residential development, the impact fees calculated in <br />this chapter apply only to residential development. <br />Existing Parks and Existing Level of Service <br />The Open Space, Parks, and Conservation element of the City of San Leandro’s General Plan <br />establishes a standard of five acres of improved park land per 1,000 residents. <br />In this chapter, calculation of impact fees for park land acquisition and park improvements is based <br />on the City’s existing level of service at the time of this study.
