<br /> <br />City of San Leandro Page 3-7 <br />Parks Development Impact Fee Study <br />May 14, 2025 <br /> <br />Article 8 of the San Leandro Municipal Code sets forth standards and a formula for dedication of <br />land, and also requires that fees paid in lieu of dedication of land be calculated case-by-case using <br />the fair market value of the land being developed in a particular project. This report recommends <br />that the formula for dedication of land and the acreage requirement in MC 7-1-820 be amended to <br />reflect the population per dwelling unit and 3.3 acres per 1,000 population standards in this report. <br />Then, the City may either adopt the In-Lieu Fee per Unit shown in Table 3.6 or continue to use the <br />fair market value of the land being developed in a particular project to set the actual Park Land In- <br />Lieu fee amount. <br />Park Land Acquisition Impact Fees (Non-Subdivision Projects). Table 3.7 shows the calculation of <br />park land impact fees per unit of development, by development type. Those fees are calculated <br />using per-capita costs from Table 3.5 and average population per dwelling unit from Table 2.1. <br /> <br />Park Improvement Impact Fees (All Residential Development). Table 3.8 shows the calculation of <br />impact fees per unit of development, by development type, for park improvements. The park <br />improvement impact fees also include the cost of park maintenance vehicles and equipment.
