Training <br />WDR REQUIREMENTS <br />Att. D-4.3 (pg. D-5) <br />“In-house and external training provided on a regular basis for sanitary sewer system operations and <br />maintenance staff and contractors. The training must cover: <br />• The requirements of this General Order; <br />• The Enrollee’s Spill Emergency Response Plan procedures and practice drills; <br />• Skilled estimation of spill volume for field operators; and <br />• Electronic CIWQS reporting procedures for staff submitting data.” <br />COMPLIANCE <br />The City’s training program covers many areas associated with wastewater collection systems and serves <br />to develop and maintain highly qualified, knowledgeable, and capable staff. All Collections System staff <br />receive regular training utilizing both in-house resources and outside vendors and wastewater organizations <br />such as CWEA, WEF, and California State University, Sacramento (Office of Water Programs) courses. The <br />safety and compliance training records are maintained by the City’s Human Resources Department and are <br />available for review. Professional training completed by Collections System staff is maintained electronically <br />by the Collections System Supervisor. <br />All Collections System Staff are certified as Collection System Maintenance Operators Grade I or higher <br />through CWEA. All new Collections System staff are directed by the Supervisor to become certified. CWEA <br />Grade II certification is a requirement for advancement from Collections System Maintenance Worker I to <br />Collections System Maintenance Worker II. A requirement of maintaining the CWEA certificate is to <br />complete documented annual professional training. In addition, all camera truck operators must obtain <br />NASSCO certification. <br />The Collections staff attend a weekly tailgate training of a relevant topic. Handouts and sign in sheets are <br />utilized. <br />Staff who respond to sewage spills have received training from an outside vendor to review how to <br />implement the updated SERP, including how to estimate spill volume, and the requirements of the WDR. <br />The training included an on-site practice drill with training on emergency response procedures with flow <br />estimating from the holes in manhole covers. The training also included determining spill start times, <br />volume estimation and recovery estimation, and CIWQS reporting procedures. Future spill response <br />training will either be conducted in-house or by an outside contractor. <br />Contractors who work on the sewer collection system are instructed by City staff on the process to follow <br />in the event of a spill. Staff provide contractors with a spill response form such as the one found in Appendix <br />4.1. <br />EFFECTIVENESS <br />The City utilizes the following Key Performance Indicators for measuring effectiveness of this Element: <br />• Has all training been completed as scheduled? <br />• Have records of training and attendance been documented and maintained? <br />• Have all staff demonstrated ability and knowledge after each training event? <br />• Have contractors received, at a minimum, direction for reporting and responding to spills?
