Design and Performance Provisions <br />5.1. Updated Design Criteria/Construction Standards/Specifications <br />WDR REQUIREMENTS <br />Attachment D-5.1 (pg. D-5) <br />“Updated design criteria, and construction standards and specifications, for the construction, <br />installation, repair, and rehabilitation of existing and proposed system infrastructure components, <br />including but not limited to pipelines, pump stations, and other system appurtenances. If existing design <br />criteria and construction standards are deficient to address the necessary component-specific hydraulic <br />capacity as specified in section 8 (System Evaluation, Capacity Assurance and Capital Improvements) of <br />this Attachment, the procedures must include component-specific evaluation of the design criteria.” <br />COMPLIANCE <br />The City’s Municipal Code, Section 7-1-925 states that all improvements “shall conform to generally <br />acceptable engineering standards and to City of San Leandro Subdivision Improvement Standards.” The <br />City’s Subdivision Improvement Design Standards include specific criteria for the design of sanitary sewers <br />and state that the City’s Standard Plans for sanitary sewers shall be utilized. These standard specifications <br />are a comprehensive set of standards that cover all sewage or wastewater facilities in the City. The standard <br />specifications are available to contractors and the general public at no charge and are updated periodically, <br />as necessary. A copy is also available from the City’s website. <br />Permits are required prior to construction of any private sewage disposal system. A permit is also required <br />prior to constructing a building or lateral sewer or connecting to a public sewer. The permit application <br />includes a review of plans and specifications by the City. Construction permits require construction of <br />building sewers be in accordance with county and city requirements and be inspected by an Engineering <br />Inspector prior to acceptance by the City. <br />The Standard Plans give design details for sanitary sewer connections, manholes, and sewer crossings. It <br />does not include standards for pipelines or pump stations. This is because there are too variables to <br />consider; each pipeline or pump station design must be site-specific. Instead, the Engineering Department <br />works with the developer’s designer to determine the appropriate design for the particular location that <br />the pipeline or pump station will be installed. <br />EFFECTIVENESS <br />The City utilizes the following Key Performance Indicators for measuring effectiveness of this Element: <br />• Are plan checking QA/QC processes helping to ensure adherence to the standards? <br />IMPLEMENTATION PLAN/SCHEDULE <br />No. Plan Schedule Responsible Party <br /> Mgr.
