Communication Program <br />WDR REQUIREMENTS <br />Attachment D-11 (pg. D-10) <br />“The Plan must include procedures for the Enrollee to communicate with: <br />• The public for: <br />o Spills and discharges resulting in closures of public areas, or that enter a source of drinking <br />water; and <br />o The development, implementation, and update of its Plan, including opportunities for <br />public input to Plan implementation and updates. <br />• Owners/operators of systems that connect into the Enrollee’s system, including satellite <br />systems, for: <br />o System operation, maintenance, and capital improvement-related activities.” <br />COMPLIANCE <br />Spills: <br />When the City experiences a spill, it is standard procedure to secure the affected area and keep the public <br />away. This is generally done using barricades, cones and caution tape. Should the City experience a spill <br />that may require closure of public areas or enter a source drinking of water, signs will be immediately placed <br />indicating the issue and providing contact information. Staff will remain on site to provide an additional <br />safety factor until appropriate authorities respond and direct otherwise. In all cases, the City will follow the <br />advice of higher authorities, such as the local environmental health department and other regulatory <br />authorities. In a major emergency, the City will coordinate resources with Oro Loma Sanitary District and/or <br />the East Bay Dischargers’ Authority. <br />Public Participation: <br />There are several opportunities for stakeholders and the public to participate and provide input into the <br />development and update of the City’s SSMP. During its initial development stage, as with each SSMP Audit <br />and update of the SSMP, the SSMP and related documents are presented to the City Council for review and <br />acceptance. Prior to each City Council Meeting, these documents are included in Agenda packet which are <br />readily available for review on the City’s website. <br />Satellite Systems: <br />The City has no tributary or satellite systems and therefore has no communication program for them. <br />EFFECTIVENESS <br />The City utilizes the following Key Performance Indicators for measuring effectiveness of this Element: <br />• Does the City place all SSMP action items on the agenda for regular counsel/board meetings? <br />• Does the City have signage, or other means, readily available to notify the public of environmental or <br />public risk factors related to a sewage spill? <br />• Does the City perform outreach to residential customers? <br />
