City of San Leandro <br />City Council <br />Meeting Date: September 2, 2025 <br />Agenda Number: 5.d. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-370 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute Amendment No. 3 to the <br />Non-Professional Services Agreement with Year Up, Inc. for Workforce Development Interns, Increasing <br />the Contract Amount by $300,000, for a Total Not to Exceed Amount of $1,950,000 Through December <br />31, 2026 <br />COUNCIL PRIORITIES <br />·Infrastructure <br />SUMMARY & RECOMMENDATION <br />The City wishes to continue its partnership with Year Up Inc. to provide workforce development <br />interns to various City departments. Staff recommend that the City Council approve and authorize <br />the City Manager to execute Amendment No. 3 with Year Up, Inc. increasing the contract <br />amendment $300,000 and extending the end date to December 31, 2026. The new total not to <br />exceed amount of the Agreement will be $1,950,000 through December 31, 2026. The additional <br />$300,000 will cover three cohorts of interns. <br />BACKGROUND <br />In January 2023, the City Council approved a Non-Professional Services Agreement with Year Up <br />to provide internship opportunities to young adults to perform project-based work. Year Up, Inc. is <br />a local Bay Area non-profit organization specializing in youth workforce development. Year Up <br />interns are trained in project management, data analysis, and IT/helpdesk and placed across City <br />departments for a 6-month period. The Council approved two subsequent amendments to <br />continue the partnership. <br />Analysis <br />The City has hosted five successful intern cohorts with Year Up. Interns have provided valuable <br />support to departments to augment workload, provide administrative and functional support to <br />City staff, and assist with special projects. In turn, the interns have gained work experience, <br />explored public sector career paths, and developed professional networks. <br />The City pays a flat rate per intern, part of which goes towards an educational stipend for each <br />intern their participation in the Year Up program. <br />Previous Actions <br />·On December 19, 2022 by Resolution No. 2022-223 for a total not to exceed amount of <br />Page 1 City of San Leandro Printed on 9/4/2025
