File Number: 25-380 <br />Roundabout project for $2 million and the Hesperian Avenue Bike Lane Gap Closure project for <br />$2.091 million. Following review, MTC’s grant selection committee chose to fund the MacArthur <br />Superior Roundabout Project with an award of $1,859,000, contingent upon a minimum local <br />match of $240,854. <br />Due to various factors which include negotiations with utility companies and a private property <br />owner, and the additional time needed to meet the federal procedures and requirements of the <br />grant, Staff determined that the MacArthur Superior Roundabout Project and Hesperian Avenue <br />Bike Lane Gap Closure Project would no longer meet the grant obligation deadline. As a result, <br />Staff requested MTC and MTC accepted the request to reallocate grant funding to the Lewelling <br />Boulevard Class IV Bike Ways Project, which does not require additional right-of-way and <br />relocation of utilities. The Project is currently in the design phase and is scheduled to begin <br />construction early 2027. <br />Analysis <br />To receive the HIP grant award, the City is required to adopt a resolution of local support, commit <br />to provide matching funds, and complete the project. <br />Current Agency Policies <br />n/a <br />Previous Actions <br />·On June 20, 2023, by Resolution No. 2023-074, the City Council approved and authorized <br />the City Manager to enter into a project funding agreement for the Lewelling Streetscape <br />Project (now renamed as Lewelling Boulevard Class IV Bike Ways Project), to accept <br />$2,207,000 in grant funds from Alameda County Transportation Commission (ACTC), and <br />to appropriate $253,143 in matching funds to the subject project. <br />·On June 9, 2025, by Resolution No. 2025-064, the City Council approved inclusion of the <br />Lewelling Boulevard Class IV Bike Ways Project in the Capital Improvement Program <br />(CIP) 10-Year Plan for Fiscal Years 2026-2035 as a funded project and appropriated <br />$1,761,000 to the subject project. <br />·On July 7, 2025, by Resolution No. 2025-087, the City Council approved and authorized <br />the City Manager to execute a consultant services contract with NCE in the amount of <br />$510,000 for the Lewelling Boulevard Class IV Bike Ways Project, Project No. 2022.4200; <br />to authorize the City Manager to negotiate and approve individual contract amendments <br />up to 5% (or $31,500) of the original contract amount; to authorize the City Manager to <br />negotiate and approve contract amendments up to a cumulative value of 15% (or $94,500) <br />of the original contract amount; and to appropriate $2,207,000 in ACTC grant funds to the <br />subject project <br />Applicable General Plan Policies <br />·Goal T-2, Policy T-2.1 - Complete Streets Serving All Users and Modes: Create and <br />maintain "complete” streets that provide safe, comfortable, and convenient travel through a <br />comprehensive, integrated transportation network that serves all users. <br />Page 2 City of San Leandro Printed on 9/4/2025
