27 <br /> <br />Sessions. The City Clerk will post meeting notices in accordance with applicable state and local <br />laws. The Clerk’s Office must post a copy of the agenda on the notice board outside the East 14th <br />Street main entrance to the Civic Center, not less than 72 hours before each regular meeting, and <br />not less than 24 hours before each special meeting to be held by the City Council. Notices may <br />also be included on public access or electronic media, such as the City’s website and cable <br />television. The agenda shall also be available to the general public by noon on Friday before the <br />City Council Meeting scheduled. Agendas are also available by email subscription from the City <br />website, or by mail when self-addressed postage paid envelopes are provided. <br /> <br />MEETING ATTENDANCE <br />If any Councilmember cannot attend a meeting, he or shethey must notify the City Manager, City <br />Clerk and the Mayor as soon as possible, but in no event later than noon the day of the meeting. <br /> <br />RULES OF ORDER <br />The proceedings of the Council shall be governed, unless otherwise stated, under “Robert’s Rules <br />of Order, As Amended” on all matters pertaining to parliamentary law; however, no action of the <br />Council shall be invalidated, or the legality thereof otherwise affected by the failure or omission to <br />observe or follow said rules. <br /> <br />PERSONS AUTHORIZED TO BE WITHIN PLATFORM <br />No person except City officials shall be permitted within the platform area in front of the Council <br />table without the invitation or consent of the Presiding Officer. <br /> <br />WHAT CONSTITUTES A QUORUM <br />A majority of the Council shall constitute a quorum for the transaction of business. (Section 325, <br />City Charter) <br /> <br />DAIS TIPS <br />The Council Chambers are equipped with a system that provides microphones and video <br />recording equipment at the dais, City Clerk table, staff tables, and podium. The public address <br />system not only provides a means for the audience to hear all of a speaker’s comments but is also <br />directly tied into a recording system that creates a record of the meeting. Be sure to turn the <br />microphone off when you are finished talking, during recess, and after a meeting. <br />Be mindful that you are speaking in a recorded public setting. Even the most harmless humor can <br />be easily misinterpreted after the fact. Never say things near a microphone you do not want to be <br />heard. <br /> <br />PUBLIC PARTICIPATION <br />No one shall be denied the right to present grievances or offer suggestions for the betterment of <br />municipal affairs at any regular meeting of the Council. (Section 335, City Charter) <br /> <br />The public is guaranteed the right to speak at any regular or special meeting on any subject which <br />will be considered by the City Council before its consideration of the item. (§ 54954.3(a) of the <br />Brown Act)
