6 <br /> <br />CHAPTER 1 – MAYOR AND CITY COUNCIL <br /> <br />INTRODUCTION <br />The City Council Handbook includes rules and policies approved by the City Council. <br />The objectives of the handbook are to: <br />1. Serve as a reference document for the City Council; <br />2. Provide comprehensive orientation information for new City Council Members; and <br />3. Enable the City Council to effectively compile and maintain operational practices that are agreed <br />upon. <br />Administration of City Council affairs is greatly enhanced by the agreement of the City Council and staff <br />to be bound by these rules. While attempting not to be overly restrictive, rules are established so that <br />expectations and practices can be clearly articulated to guide Councilmembers in their actions. <br />ADHERENCE TO COUNCIL HANDBOOK <br />Any of the rules herein may be waived by a super majority (5/7) vote of the Councilmembers when it is <br />deemed that there is good cause to do so based upon the particular facts and circumstances. Portions of this <br />handbook may not be waived or superseded by a vote of the Council as they are excerpts from the City Charter <br />or otherwise legal obligations that require a specific process for amendment. <br />The rules and policies contained herein shall be amended by a majority vote of the City Council and adopted <br />by Council resolution. The handbook may be amended administratively by the City Clerk’s Office in instances <br />where the council has already taken action, in order to remain current with federal, state, and local law. <br />CONSEQUENCES FOR VIOLATING THE HANDBOOK <br />Violations of the rules and policies outlined in this handbook may result in disciplinary action, as <br />determined by the City Council.
